Deposit Return Scheme (Scotland)
The deposit-return scheme (DRS), is a container return scheme being planned for Scotland. The scheme has been delayed several times and is now due to start in 2025 to coincide with the a United Kingdom scheme. A not-for-profit, publicly owned company, Circularity Scotland Ltd, was set up to operate the scheme however, it went into administration following the latest delay of the scheme. The total level of investment lost as a result of the delay is estimated at £300 million including £9 million of public money which had been invested via the Scottish National Investment Bank. A deposit-refund system (DRS), also known as deposit-return system, advance deposit fee or deposit-return scheme, is a surcharge on a product when purchased and a rebate when it is returned. A well-known example is when container deposit legislation mandates that a refund is given when reusable packaging is returned. Deposit-refund system are a market-based instrument to address externalities. A DRS is similar to a pigovian tax, with the key difference that a DRS system refunds the fee after the product is returned. This provides an incentive to consumers to properly dispose a product. While most commonly used with beverage containers it can be used on other materials including liquid and gaseous wastes.
