José De Jesús Fernández
José de Jesús Fernández (a.k.a. José Jesús Fernández) (ca. 1786 – ca. 1866) was Mayor of Ponce, Puerto Rico, from 1 July 1846 to 31 December 1846. He led the municipality under Spain's new ''Decreto Orgánico de 1846.'' Mayoral term De Jesús Fernández was the first mayor in Ponce to command power under the new ''Decreto Orgánico de 1846'' (1846 Organic Decree). Decreto Orgánico de 1846 had been had been approved on 8 January 1845, and enacted on 27 February 1846 and went in effect on 1 July 1846, the first day that De Jesús Fernández took office. This new Law for Municipalities allowed for increased centralization of public administration and greater political control over municipalities. Francisco Romero (mayor)
Francisco Romero (ca. 1790 – ca. 1870) was an interim Mayor of Ponce, Puerto Rico, in 1847 and again in 1866. Background Francisco Romero came to Puerto Rico from Venezuela around 1821 and settled in Ponce, where he was a landowner. In 1836, Romero had been one of a team of three assistants to Barrio Playa mayor, Sargent Rafael Muñoz, before becoming mayor of Ponce some 10 years later. First mayoral term (1847) Romero was mayor of Ponce starting on 1 July 1847, and ended his mayoral term around 31 August 1847 when Juan Lacot took over. Hacendado
An ''hacienda'' ( or ; or ) is an estate (or '' finca''), similar to a Roman '' latifundium'', in Spain and the former Spanish Empire. With origins in Andalusia, ''haciendas'' were variously plantations (perhaps including animals or orchards), mines or factories, with many ''haciendas'' combining these activities. The word is derived from Spanish ''hacer'' (to make, from Latin ''facere'') and ''haciendo'' (making), referring to productive business enterprises. The term ''hacienda'' is imprecise, but usually refers to landed estates of significant size, while smaller holdings were termed '' estancias'' or '' ranchos''. All colonial ''haciendas'' were owned almost exclusively by Spaniards and criollos, or rarely by mestizo individuals. In Mexico, as of 1910, there were 8,245 haciendas in the country. This is a list of mayors of Ponce, Puerto Rico's southern economic center, the island's second largest and second most important city. From 1692 to 1840, the office of mayor in Ponce was filled either by local hacendados or by military officers appointed by the governor, depending on whether the political situation on Spain at the time was that of a constitutional or an absolutist government. From 1840 to 1870, mayors were oftentimes elected by the municipal council, whose members were called '' regidores''. In 1870, political parties were created for the first time and municipal officials were elected by the people at large, and the mayor, as well as the members of the municipal council, would belong to one of the two parties active, either the Partido Liberal Reformista or the Partido Incondicional Español.
