David B. Sandalow
David B. Sandalow (born 1957) is the Inaugural Fellow at Columbia University's Center on Global Energy Policy. He has served in senior positions at the White House, State Department and U.S. Department of Energy. At Columbia, Sandalow also serves as Co-Director of the Energy and Environment Concentration at the School of International and Public Affairs. From Spring 2009 to Spring 2013, Sandalow served in positions at the United States Department of Energy, including Under Secretary of Energy (acting) and Assistant Secretary for Policy & International Affairs Prior to his appointment at the U.S. Department of Energy, he was a Senior Fellow, Foreign Policy Studies, and Energy and Environment Scholar at the Brookings Institution. Jon B. Wellinghoff (born May 30, 1949) is an American attorney who served as the chairman of the Federal Energy Regulatory Commission (FERC) from 2009 to 2013. The FERC is a U.S. government agency that regulates the interstate transmission of electricity, natural gas, and oil. The FERC also reviews proposals to build liquefied natural gas (LNG) terminals and interstate natural gas pipelines and licenses hydropower projects. Wellinghoff's work in energy-related fields has included renewable integration, plug-in electric vehicles, and the modernization of the American electric grid. In November 2013, Wellinghoff stepped down from his post as the 13th FERC chairman. A tax credit is a tax incentive which allows certain taxpayers to subtract the amount of the credit they have accrued from the total they owe the state. It may also be a credit granted in recognition of taxes already paid or a form of state "discount" applied in certain cases. Another way to think of a tax credit is as a rebate. Refundable vs. non-refundable A refundable tax credit is one which, if the credit exceeds the taxes due, the government pays back to the taxpayer the difference. In other words, it makes possible a negative tax liability. For example, if a taxpayer has an initial tax liability of $100 and applies a $300 tax credit, then the taxpayer ends with a liability of –$200 and the government refunds to the taxpayer that $200. With a non-refundable tax credit, if the credit exceeds the taxes due then the taxpayer pays nothing but does not receive the difference. A plug-in hybrid electric vehicle (PHEV) is a hybrid electric vehicle whose battery pack can be recharged by plugging a charging cable into an external electric power source, in addition to internally by its on-board internal combustion engine-powered generator. Most PHEVs are passenger cars, but there are also PHEV versions of commercial vehicles and vans, utility trucks, buses, trains, motorcycles, mopeds, and even military vehicles. Similar to all-electric vehicles (BEVs), PHEVs displace greenhouse gas emissions from the car tailpipe exhaust to the power station generators powering the electricity grid.
