Townships (), formally township-level divisions (), are the basic level (fourth-level administrative units) of political divisions in China. They are similar to municipalities and communes in other countries and in turn may contain village committees and villages. In 1995 there were 29,502 townships and 17,532 towns (a total of 47,034 township-level divisions) in China. Much like other levels of government in mainland China, the township's governance is divided between the Communist Party Township Secretary, and the "county magistrate" (). Henan

A prefecture-level city () or prefectural city is an administrative division of the People's Republic of China (PRC), ranking below a province and above a county in China's administrative structure. Neixiang County () is a county under the jurisdiction of Nanyang City, in the southwest of Henan province, China, has an area of and a population of 610,000 as of 2002. Neixiang is best known because it has China's best preserved Yamen, or county government office. The Yamen in Neixiang was built originally in the Yuan Dynasty and has a history of more than 700 years. It was destroyed and rebuilt several times and the existing architecture mostly dates to the Qing Dynasty when it was built by Zhang Bingtao in 1882: it took three years to build.
