Cyclone Belna
Tropical Cyclone Belna was a strong tropical cyclone that made landfall over northwestern Madagascar in December 2019, becoming the first to do so since Hellen in 2014. Belna's precursor—an initially broad trough of low pressure west of Seychelles—was formally designated as a zone of disturbed weather on 2 December during a favourable period for tropical cyclogenesis in the Indian Ocean. The disturbance gradually developed over the course of several days, tracking slowly westward. Météo-France (MFR) upgraded the system to a tropical depression on 5 December and then to a tropical storm later that day. Belna reached tropical cyclone strength on 7 December as it began to turn towards the southwest, peaking with maximum sustained winds of 155 km/h (100 mph) before fluctuating in intensity over the following day as it passed just east of Mayotte. On 9 December, Belna restrengthened and reattained its peak winds upon making landfall near Soalala alon ...

Seychelles
Seychelles (, ; ), officially the Republic of Seychelles (french: link=no, République des Seychelles; Creole: ''La Repiblik Sesel''), is an archipelagic state consisting of 115 islands in the Indian Ocean. Its capital and largest city, Victoria, is east of mainland Africa. Nearby island countries and territories include the Comoros, Madagascar, Mauritius, and the French overseas departments of Mayotte and Réunion to the south; and Maldives and the Chagos Archipelago (administered by the United Kingdom as the British Indian Ocean Territory) to the east. It is the least populated sovereign African country, with an estimated 2020 population of 98,462. Seychelles was uninhabited prior to being encountered by Europeans in the 16th century. It faced competing French and British interests until coming under full British control in the late 18th century. Since proclaiming independence from the United Kingdom in 1976, it has developed from a largely agricultural society to ...

It is bordered by the region Diana to the north, Sofia to the west, and Analanjirofo to the south. As of 2018, its population was 1,123,013 and the total area is . The region contains wild areas such as Marojejy National Park. The name of the region is composed of the initial letters of its four principal towns: Sambava, Antalaha, Iharana (Vohimaro), and Andapa. Each of these towns claims itself the World Capital of Vanilla, a spice of which the region is the largest producer of in the world (especially the highly sought-after Bourbon vanilla variety). The economic importance of vanilla cultivation in the Sava Region encouraged the reconstruction of the road that connects the towns, called the ''Route de la vanille'' (The Vanilla Route), in the latter half of 2005. However, due to the volat ...

Prefect (France)
A prefect (french: préfet, plural ''préfets'') in France is the state's representative in a department or region. Subprefects (French: ''sous-préfets'') are responsible for the subdivisions of departments, known as arrondissements. The office of a prefect is known as a prefecture and that of a subprefect as a subprefecture. Regional prefects are ''ex officio'' the departmental prefects of the regional prefecture. Prefects are tasked with upholding the law in the department they serve in, including controlling the actions of local authorities to ensure adhesion to national guidelines. They are authorised to sue local collectivities in the name of the state. Prefects are appointed by a decree of the President of France when presiding the Government's Council of Ministers, following a proposal by the Prime Minister and the Minister of the Interior. They serve at the Government's discretion and can be replaced at any meeting of the Council of Ministers. From 1982 to 1988, under ...

National Gendarmerie
The National Gendarmerie (french: Gendarmerie nationale, ) is one of two national law enforcement forces of France, along with the National Police. The Gendarmerie is a branch of the French Armed Forces placed under the jurisdiction of the Ministry of the Interior, with additional duties from the Ministry of Armed Forces. Its responsibilities include policing smaller towns, suburbs and rural areas, along with special subdivisions like the GSPR. By contrast, the National Police is a civilian law enforcement agency that is in charge of policing cities and larger towns. Because of its military status, the Gendarmerie also fulfills a range of military and defence missions, including having a cybercrime division. The Gendarmerie has a strength of around 102,269 people (as of 2018). The Gendarmerie is the heir of the , the oldest police force in France, dating back to the Middle Ages. The Gendarmerie has influenced the culture and traditions of gendarmerie forces around the world, ...

Radius Of Maximum Wind
The radius of maximum wind (RMW) is the distance between the center of a cyclone and its band of strongest winds. It is a parameter in atmospheric dynamics and tropical cyclone forecasting. The highest rainfall rates occur near the RMW of tropical cyclones. The extent of a cyclone's storm surge and its maximum potential intensity can be determined using the RMW. As maximum sustained winds increase, the RMW decreases. Recently, RMW has been used in descriptions of tornadoes. When designing buildings to prevent against failure from atmospheric pressure change, RMW can be used in the calculations. Determination The RMW is traditionally measured by reconnaissance aircraft in the Atlantic basin. It can also be determined on weather maps as the distance between the cyclone center and the system's greatest pressure gradient. Using weather satellite data, the distance between the coldest cloud top temperature and the warmest temperature within the eye, in infrared satellite imagery, ...

Hot Tower
A hot tower is a tropical cumulonimbus cloud that reaches out of the lowest layer of the atmosphere, the troposphere, and into the stratosphere. These formations are called "hot" because of the large amount of latent heat released as water vapor condenses into liquid and freezes into ice within the cloud. Hot towers in regions of sufficient vorticity may acquire rotating updrafts; these are known as ''vortical hot towers'' In some instances, hot towers appear to develop characteristics of a supercell, with deep and persistent rotation present in the updraft. The role of hot towers in tropical weather was first formulated by Joanne Simpson in 1958. Hot towers dominated discussions in tropical meteorology in the 1960s and are now considered the main drivers of rising air within tropical cyclones and a major component of the Hadley circulation. Although the prevalence of hot towers in scientific literature decreased in the 1970s, hot towers remain an active area of research. The prese ...

Eye (cyclone)
The eye is a region of mostly calm weather at the center of tropical cyclones. The eye of a storm is a roughly circular area, typically in diameter. It is surrounded by the ''eyewall'', a ring of towering thunderstorms where the most severe weather and highest winds occur. The cyclone's lowest barometric pressure occurs in the eye and can be as much as 15 percent lower than the pressure outside the storm. In strong tropical cyclones, the eye is characterized by light winds and clear skies, surrounded on all sides by a towering, symmetric eyewall. In weaker tropical cyclones, the eye is less well defined and can be covered by the central dense overcast, an area of high, thick clouds that show up brightly on satellite imagery. Weaker or disorganized storms may also feature an eyewall that does not completely encircle the eye or have an eye that features heavy rain. In all storms, however, the eye is the location of the storm's minimum barometric pressure—where the atmospheric pr ...

Global Disaster Alert And Coordination System
The Global Disaster Alert and Coordination System (GDACS) is a joint initiative of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the European Commission that serves to consolidate and improve the dissemination of disaster-related information, in order to improve the coordination of international relief efforts. It was established in 2004 and is a multi-hazard disaster monitor and alert system for earthquakes, tsunamis, floods, volcanoes, and tropical cyclone A tropical cyclone is a rapidly rotating storm system characterized by a low-pressure center, a closed low-level atmospheric circulation, strong winds, and a spiral arrangement of thunderstorms that produce heavy rain and squalls. It started as GDAS, but was later coupled with the coordination information system of OCHA (the OCHA Virtual OSOCC). GDACS collects near real-time hazard ...
