	Committee On Rules, Privileges, And Discipline The Committee on Rules, Privileges and Discipline is one of the ten permanent committees of the Pan-African Parliament. Its functions are to: * Assist the Bureau in interpretation and application of these Rules of Procedure. * Consider requests for waiver of immunity and discipline submitted under these rules. * Consider proposals for the amendment of the Rules of Procedure; and consider cases of indiscipline referred to. Chairperson of the committee is Hon Miria Matembe (Uganda). The deputy chairperson is the Hon Ismaël Tidjani Serpos (Benin). The rapporteur of the committee is the Hon Abraham Ossei Aidooh (Ghana). 	Pan-African Parliament The Pan-African Parliament (PAP), also known as the African Parliament, is the legislative body of the African Union. It held its inaugural session in March 2004. The Parliament exercises oversight, and has advisory and consultative powers, having lasting for the first five years. Initially the seat of the Pan-African Parliament was in Addis Ababa, Ethiopia, but was later moved to Midrand, Johannesburg, South Africa. 	Miria Matembe Miria Rukoza Koburunga Matembe, LL.D ''(honoris causa)'' (born 28 August 1953) is a former member of the Pan-African Parliament from Uganda. While serving there, she was chairperson of the Committee on Rules, Privileges and Discipline a permanent committee of the parliament. In June 2006, she became a Reagan-Fascell Democracy Fellow with the National Endowment for Democracy. Matembe is currently the chairperson Citizen coalition on electoral democracy in Uganda (CCEDU).
