China Coast Guard
China Coast Guard (CCG; ) is the maritime security, search and rescue, and law enforcement service branch of the People's Armed Police of China. It is currently the world's largest coast guard. Function The CCG is known to perform mostly coastal and oceanic search and rescue or patrols, including anti-smuggling operations. During wartime it may be placed under the operational control of the People's Liberation Army Navy. National People's Congress
The National People's Congress of the People's Republic of China (NPC; ), or simply the National People's Congress, is constitutionally the supreme state authority and the national legislature of the People's Republic of China. With 2,980 members in 2018, it is the largest legislative body in the world. The Central Military Commission (CMC) is the highest national defense organization in the People's Republic of China. State Council Of The People's Republic Of China
The State Council, constitutionally synonymous with the Central People's Government since 1954 (particularly in relation to local governments), is the chief administrative authority of the People's Republic of China. It is chaired by the premier and includes each cabinet-level executive department's executive chief. Maritime Law Enforcement Agencies In China

North Pacific Coast Guard Agencies Forum
The North Pacific Coast Guard Forum (NPCGF) was initiated by the Japan Coast Guard in 2000 as a venue to foster multilateral cooperation through the sharing of information on matters related to combined operations, exchange of information, illegal drug trafficking, maritime security, fisheries enforcement, illegal migration, and maritime domain awareness. The current membership includes agencies from Canada, China, Japan, South Korea, Russia, and the United States. People's Armed Forces Maritime Militia
The People's Armed Forces Maritime Militia (PAFMM; zh, 中国海上民兵) is the government funded maritime militia of China. For reportedly operating in the South China Sea without clear identification, they are sometimes referred to as the "little blue men", a term coined by Andrew S. Erickson of the Naval War College in reference to Russia's "little green men" during its 2014 annexation of Crimea. The armed fishing fleet are part of China's power projection, and are deployed to seize territory and to target anyone who challenges China's claims to the entire South China Sea. In 2016, 230 fishing boats swarmed the same islands.
