Dipolog
Dipolog, officially the City of Dipolog ( ceb, Dakbayan sa Dipolog; Subanen: ''Gembagel G'benwa Dipuleg/Bagbenwa Dipuleg''; Chavacano: ''Ciudad de Dipolog''; fil, Lungsod ng Dipolog), is a 3rd class component city and capital of the province of Zamboanga del Norte, Philippines. According to the 2020 census, it has a population of 138,141 people. Geographically, the city is surrounded by rolling hills to the southeast and the Sulu Sea to the north. Dipolog is known for its wild orchids and its sardine industry which stems from the rich fishing area off its shores. It is known as the "Gateway to Western Mindanao" through the Western Nautical Highway and has also been called the "Bottled Sardines Capital of the Philippines." The mayor of Dipolog ( fil, Punong Lungsod ng Dipolog, ceb, Mayor sa Dakbayan sa Dipolog) is the head of the executive branch of Dipolog's government. The mayor holds office at the Dipolog City Hall. The Dipolog City Council ( fil, Sangguniang Panlungsod ng Dipolog}) is Dipolog's Sangguniang Panlungsod or legislative body. The council has thirteen (13) members which is composed of ten (10) councilors, one (1) ''ex officio'' member elected from the ranks of barangay (neighborhood) chairmen, one (1) ''ex officio'' member elected from the ranks of Sangguniang Kabataan (youth council) chairmen and one (1) presiding officer. The Vice-mayor of the city is the presiding officer of the council, who is elected citywide. The council is responsible for creating laws and ordinances under the city's jurisdiction. Dipolog Boulevard
Dipolog Sunset Boulevard, or Foreshore Development and Wellness Center, is an esplanade in Dipolog, Zamboanga del Norte along a 7.6 kilometers stretch of foreshore spanning from Sta. Cruz of Barangay Central to Purok Bularan of Barangay Miputak. It is equipped with basketball courts and playground part. It is also the site of the annual "P'gsalabuk Festival" and other similar events, motor company trade shows, and sporting events like marathons and triathlons. There are two commercial buildings augmenting the presently existing restaurants, bars, and several food and beverage peddlers. Dapitan

Roseller "Matoy" Barinaga (born August 4, 1936) is a Filipino lawyer and politician from the province of Zamboanga del Norte. He previously served as Vice Mayor of Dipolog (1970–1978), Mayor of Dipolog (1978–1986; 1988–1998), member of the Philippine House of Representatives from the 2nd legislative district of Zamboanga del Norte from 1998 to 2007, and Undersecretary for Mindanao of the National Anti-Poverty Commission (2016–2018). Internal Revenue Allotment
The Internal Revenue Allotment (IRA) is a local government unit’s (LGU) share of revenues from the Philippine national government. Provinces, independent cities, component cities, municipalities, and barangays each get a separate allotment. The allotment is largely based upon the type of government they are and a formula based upon their land area and population. Section 284 of the Local Government Code of the Philippines (RA 7160) sets up the formula for the distribution of the allotment. All or nearly all of the revenue that a local government has to spend comes from their IRA, though some local governments also have additional local sources of revenue such as property taxes and government fees.
