Cyprus Investment Program
The Cyprus Investment Program (CIP) (Greek: Κυπριακό Επενδυτικό Πρόγραμμα, ΚΕΠ) was an immigrant investor program conceived by the Government of Cyprus in order to attract foreign investors in exchange for Cyprus citizenship. Details of the scheme were made public after a leak of documents, the Cyprus Papers, to Al Jazeera which caused a controversy in Cyprus and led to the end of the program. The program was initiated in 2007. From 2007 to November 1, 2020 just over 7,000 people received Cypriot citizenship. The minimum investment was 2 million euros and citizenship was extended to the family of the investor as well. In 2013, the required minimum investment for citizenship was lowered from 25 million in 2007 to 2,5 million. Immigrant Investor Programs
Immigrant investor programs are programs that allow individuals to more quickly obtain residence or citizenship of a country in return for making qualifying investments. Broadly, the programs offer either citizenship by investment ("golden passport" or "cash-for-passports"), residence by investment ("golden visa") or a hybrid with immediate residence followed by accelerated citizenship. Program applicants must usually fulfill multiple qualification criteria. Investment can take a variety of forms including a contribution to government funds; purchase of qualifying real estate (e.g. specific government-sanctioned projects); investment in a qualifying business (e.g. a specific industry); or creation of a set number of jobs. A growing number of countries offer immigrant investor programs, with approximately one quarter of all countries issuing such visas as of 2015. Cypriot Passport
Cypriot passports are issued to citizens of Cyprus. Every Cypriot citizen is also a Commonwealth citizen and a citizen of the European Union. The Cypriot passport, along with the Cypriot identity card, allows for free rights of movement and residence in any of the states of the European Union, European Economic Area, and Switzerland. Cypriot citizens had visa-free or visa on arrival access to 174 countries and territories, ranking the Cypriot passport 16th in terms of travel freedom according to the Henley Passport Index. Cyprus Papers
The Cyprus Papers was a leak of government documents related to the Cyprus Investment Program (CIP) obtained by Al Jazeera and released in August 2020. The CIP allows non-citizens to apply and obtain a Cypriot passport by investing at least 2 million Euros in Cyprus. The passports obtained through the CIP are nicknamed "Golden Passports". Al Jazeera conducted an investigation based on the leaked papers and allegedly found that the Republic of Cyprus provided citizenship through the CIP to several people linked to crime and corruption. On the 12th of October 2020, Al Jazeera released a video of an under-cover investigation related to the Cyprus Papers.
