Cimmerians
The Cimmerians (Akkadian: , romanized: ; Hebrew: , romanized: ; Ancient Greek: , romanized: ; Latin: ) were an ancient Eastern Iranian equestrian nomadic people originating in the Caspian steppe, part of whom subsequently migrated into West Asia. Although the Cimmerians were culturally Scythian, they formed an ethnic unit separate from the Scythians proper, to whom the Cimmerians were related and who displaced and replaced the Cimmerians.: "As the Cimmerians cannot be differentiated archeologically from the Scythians, it is possible to speculate about their Iranian origins. In the Neo-Babylonian texts (according to D’yakonov, including at least some of the Assyrian texts in Babylonian dialect) and similar forms designate the Scythians and Central Asian Saka, reflecting the perception among inhabitants of Mesopotamia that Cimmerians and Scythians represented a single cultural and economic group" The Cimmerians themselves left no written records, and most information about t ...

City With Special Status
City with special status ( uk, місто зі спеціальним статусом, misto zi spetsial'nym statusom), formerly "city of republican subordinance", is a type of first-level administrative division of Ukraine. Kyiv and Sevastopol are the two such cities. Their administrative status is recognized in the Ukrainian Constitution in Chapter IX: Territorial Structure of Ukraine and they are governed in accordance with laws passed by Ukraine's parliament, the Verkhovna Rada. Most of Ukraine's 27 first-level administrative divisions are oblasts (regions). Overview Although Kyiv is the nation's capital and its own administrative region, the city also serves as the administrative center for Kyiv Oblast (province). The oblast entirely surrounds the city. In addition, before 2020 Kyiv also served as the administrative center for the oblast's Kyiv-Sviatoshyn Raion (district). Sevastopol is also administratively separate from the Autonomous Republic of Crimea, retaining i ...

Administrative Divisions Of Ukraine
The administrative divisions of Ukraine (Ukrainian: Адміністрати́вний у́стрій Украї́ни, tr. ''Administratyvnyi ustrii Ukrainy'') are subnational administrative divisions within the geographical area of Ukraine under the jurisdiction of the Ukrainian Constitution. Ukraine is a unitary state with three levels of administrative divisions: 27 regions (24 oblasts, two cities with special status and one autonomous republic), 136 raions and 1469 hromadas. The first tier consists of 27 subdivisions, of which there are 24 oblasts, one autonomous republic (Crimea) and two cities with special status (Kyiv and Sevastopol). The second tier includes 136 raions. De Jure
In law and government, ''de jure'' ( ; , "by law") describes practices that are legally recognized, regardless of whether the practice exists in reality. In contrast, ("in fact") describes situations that exist in reality, even if not legally recognized. Examples Between 1805 and 1914, the ruling dynasty of Egypt were subject to the rulers of the Ottoman Empire, but acted as de facto independent rulers who maintained a polite fiction of Ottoman suzerainty. However, starting from around 1882, the rulers had only de jure rule over Egypt, as it had by then become a British puppet state. Thus, by Ottoman law, Egypt was de jure a province of the Ottoman Empire, but de facto was part of the British Empire. In U.S. law, particularly after ''Brown v. Board of Education'' (1954), the difference between de facto segregation (segregation that existed because of the voluntary associations and neighborhoods) and de jure segregation (segregation that existed because of local laws that m ...

Government-in-exile
A government in exile (abbreviated as GiE) is a political group that claims to be a country or semi-sovereign state's legitimate government, but is unable to exercise legal power and instead resides in a foreign country. Governments in exile usually plan to one day return to their native country and regain formal power. A government in exile differs from a rump state in the sense that a rump state controls at least part of its former territory. For example, during World War I, nearly all of Belgium was occupied by Germany, but Belgium and its allies held on to a small slice in the country's west. A government in exile, in contrast, has lost all its territory. However, in practice the difference might be minor; in the above example, the Belgian government at Sainte-Adresse was located in French territory and acted as a government in exile for most practical purposes. The governments in exile tend to occur during wartime occupation or in the aftermath of a civil war, revolution, ...
