Reading First is a federal education program in the United States mandated under the No Child Left Behind Act and administered by the federal Department of Education. The program requires that schools funded by Reading First use "scientifically based" reading instruction. Program funding is allocated to Title I Schools for "Scientifically Based Reading Research" (SBRR) and also for hiring "coaches," who assist teachers in learning the newest SBRR for use in classrooms. The 21st Century Community Learning Centers (21st CCLC) initiative is the only federal funding source dedicated exclusively to afterschool programs. The No Child Left Behind Act (NCLB) reauthorized 21st CCLC in 2002, transferring the administration of the grants from the U.S. Department of Education to the state education agencies. Each state receives funds based on its share of Title I funding for low-income students.
