According to the ''Organic Law of Regional Governments'', the regions ( es, regiones) are, with the departments, the first-level administrative subdivisions of Peru. Since its Peruvian War of Independence, 1821 independence, Peru had been divided into departments of Peru, departments () but faced the problem of increasing centralization of political and economic power in its capital, Lima. After several unsuccessful regionalization attempts, the national government decided to temporarily provide the departments (including the Constitutional Province of Callao) with regional governments until the conformation of regions according to the ''Organic Law of Regional Governments'' which says that two or more departments should merge to conform a region. Overview A 1982 law requires a minimum of residents in an area for a new district to be legally established: 3,500 if it is located in the rainforest, 4,000 in the Andes highlands and 10,000 in the Chala, coastal area. The Battle of Concepción ( es, Batalla de Concepción) was a battle fought between Chilean and Peruvian forces on July 9 and July 10, 1882, during the Sierra Campaign of the War of the Pacific. Heavily outnumbered, the Chilean detachment of 77 men under the command of Captain Ignacio Carrera Pinto was annihilated by a 1,300-strong Peruvian force, many of them armed with spears, commanded by Col.
