Comisión Nacional De Energía (Spain)
The Comisión Nacional de la Energía (in short CNE and in English National Energy Commission) of Spain was the energy regulator, regulator of energy systems, created by Law 34/1998 of October 7, the hydrocarbons sector, and developed by Royal Decree 1339/1999 of 31 July, which adopted its regulation. Its objectives were to ensure effective competition in energy systems and the objectivity and transparency of its operations for the benefit of all individuals who operate these systems and consumers. For this purpose, energy systems means the market power and Markets hydrocarbon s both liquid and gaseous (natural gas, oil...). The CNE was closed in 2013 along with the Comisión del Mercado de las Telecomunicaciones (CMT), the Comisión Nacional de la Competencia (CNC) and the Comisión Nacional del Sector Postal (CNSP). Primary energy consumption in Spain in 2015 was mainly composed of fossil fuels. The largest sources are petroleum (42.3%), natural gas (19.8%) and coal (11.6%). The remaining 26.3% is accounted for by nuclear energy (12%) and different renewable energy sources (14.3%). Domestic production of primary energy includes nuclear (44,8%), solar, wind and Geothermal power, geothermal (22,4%), biomass and waste (21,1%), hydropower (7,2%) and fossil (4,5%). Net metering (or net energy metering, NEM) is an electricity billing mechanism that allows consumers who generate some or all of their own electricity to use that electricity anytime, instead of when it is generated. This is particularly important with renewable energy sources like wind and solar, which are non-dispatchable (when not coupled to storage). Monthly net metering allows consumers to use solar power generated during the day at night, or wind from a windy day later in the month. Annual net metering rolls over a net kilowatt-hour (kWh) credit to the following month, allowing solar power that was generated in July to be used in December, or wind power from March in August. The European Union Agency for the Cooperation of Energy Regulators (ACER) is an Agency of the European Union by the Third Energy Package in 2009. It was established in 2010 and has its seat in Ljubljana, Slovenia. On 6 May, the administrative board designated Alberto Pototschnig as its first director.
