Clinical Senate
Clinical Senates are non-statutory bodies of the English NHS, established by the Health and Social Care Act 2012. Description Clinical senates were established by the English NHSas multi-professional clinical leadership groups from April 2013 onward to "help clinical commissioning groups (CCGs), health and wellbeing boards (HWBs) and the NHS NHS Commissioning Board to make the best decisions about healthcare for the populations they represent by providing advice and leadership at a strategic level". There are 12 Clinical Senates across England based upon geographical areas of major patient flows into tertiary centres, as determined by the NHS Commissioning Board: East of England, East Midlands, Greater Manchester and Eastern Cheshire, London, North West Coast, Northern, South East, South West, Thames Valley, Wessex, West Midlands, Yorkshire and the Humber. Health And Social Care Act 2012
The Health and Social Care Act 2012c 7 is an act of the Parliament of the United Kingdom. It abolished primary care trusts (PCTs) and strategic health authorities (SHAs) and transferred between £60 billion and £80 billion of "commissioning", or healthcare funds, from the abolished PCTs to several hundred clinical commissioning groups, partly run by the general practitioners (GPs) in England. Clinical Commissioning Group
Clinical commissioning groups (CCGs) were NHS organisations set up by the Health and Social Care Act 2012 to organise the delivery of NHS services in each of their local areas in England. On 1 July 2022 they were abolished and replaced by Integrated care systems as a result of the Health and Care Act 2022. Establishment The announcement that GPs would take over this commissioning role was made in the 2010 white paper "Equity and Excellence: Liberating the NHS". This was part of the government's stated desire to create a clinically-driven commissioning system that was more sensitive to the needs of patients. The 2010 white paper became law under the Health and Social Care Act 2012 in March 2012. At the end of March 2013 there were 211 CCGs, but a series of mergers had reduced the number to 135 by April 2020. Health And Wellbeing Board
Health and wellbeing boards are statutory bodies introduced in England under the Health and Social Care Act 2012, whose role is to promote integrated working among local providers of healthcare and social care. Establishment The 2012 Act required each upper-tier local authority in England to form a health and wellbeing board as a committee of that authority; more than 130 "shadow" boards were created before April 2013, when they all became fully operational. Duties The aim of the boards is to improve integration between practitioners in local health care, social care, public health and related public services so that patients and other service-users experience more "joined up" care, particularly in transitions between health care and social care. The boards are also responsible for leading locally on reducing health inequalities. NHS England, officially the NHS Commissioning Board, is an executive non-departmental public body of the Department of Health and Social Care. It oversees the budget, planning, delivery and day-to-day operation of the commissioning side of the National Health Service in England as set out in the Health and Social Care Act 2012. It directly commissions NHS general practitioners, dentists, optometrists and some specialist services. The Secretary of State publishes annually a document known as the ''NHS mandate'' which specifies the objectives which the Board should seek to achieve. Sir David Nicholson is a public policy analyst, forthcoming Chair of Sandwell and West Birmingham NHS Trust, current Chair of Worcestershire acute hospitals NHS trust and NHS manager who was Chief Executive of the National Health Service in England. He was appointed in October 2011 following the NHS reforms, having been seventh Chief executive of the NHS within the Department of Health since September 2006.
