City Supervisor
A board of supervisors is a governmental body that oversees the operation of county government in the U.S. states of Arizona, California, Iowa, Mississippi, Virginia, and Wisconsin, as well as 16 counties in New York. There are equivalent agencies in other states. Similar to a city council, a board of supervisors has legislative, executive, and quasi-judicial powers. The important difference is that a county is an administrative division of a state, whereas a city is a municipal corporation; thus, counties implement and, as necessary, refine the local application of state law and public policy, while cities produce and implement their own local laws and public policy (subject to the overriding authority of state law). Often they are concerned with the provision of courts, jails, public health and public lands. Legislative powers Boards may pass and repeal laws, generally called ''ordinances''. Depending on the state, and the subject matter of the law, these laws may apply to t ...

County (United States)
In the United States, a county is an administrative or political subdivision of a state that consists of a geographic region with specific boundaries and usually some level of governmental authority. The term "county" is used in 48 states, while Louisiana and Alaska have functionally equivalent subdivisions called parishes and boroughs, respectively. The specific governmental powers of counties vary widely between the states, with many providing some level of services to civil townships, municipalities, and unincorporated areas. Certain municipalities are in multiple counties; New York City is uniquely partitioned into five counties, referred to at the city government level as boroughs. Some municipalities have consolidated with their county government to form consolidated city-counties, or have been legally separated from counties altogether to form independent cities. Conversely, those counties in Connecticut, Rhode Island, eight of Massachusetts's 14 counties, and Alaska ...

Public Land
In all modern states, a portion of land is held by central or local governments. This is called public land, state land, or Crown land (Australia, and Canada). The system of tenure of public land, and the terminology used, varies between countries. The following examples illustrate some of the range. Commonwealth countries In several Commonwealth countries such as Australia, New Zealand and Canada, public lands are referred to as Crown lands. Recent proposals to sell Crown lands have been highly controversial. France In France, (french: domaine public) may be held by communes, ''départements'', or the central State. Portugal In Portugal the land owned by the State, by the two autonomous regions (Azores and Madeira) and by the local governments (municipalities (Portuguese: ''municípios'') and ''freguesias'') can be of two types: public domain (Portuguese: ''domínio público'') and private domain (Portuguese: ''domínio privado''). The latter is owned like any private enti ...

County Council
A county council is the elected administrative body governing an area known as a county. This term has slightly different meanings in different countries. Ireland The county councils created under British rule in 1899 continue to exist in Ireland, although they are now governed under legislation passed by Oireachtas Éireann, principally the Local Government Reform Act 2014. History 1899–1922 The Local Government (Ireland) Act 1898 introduced county councils to Ireland. The administrative and financial business carried by county grand juries and county at large presentment sessions were transferred to the new councils. Principal among these duties were the maintenance of highways and bridges, the upkeep and inspection of lunatic asylums and the appointment of coroners. The new bodies also took over some duties from poor law boards of guardians in relation to diseases of cattle and from the justices of the peace to regulate explosives. The Irish county councils differed in ...

Land Use Planning
Land use planning is the process of regulating the use of land by a central authority. Usually, this is done to promote more desirable social and environmental outcomes as well as a more efficient use of resources. More specifically, the goals of modern land use planning often include environmental conservation, restraint of urban sprawl, minimization of transport costs, prevention of land use conflicts, and a reduction in exposure to pollutants. In the pursuit of these goals, planners assume that regulating the use of land will change the patterns of human behavior, and that these changes are beneficial. The first assumption, that regulating land use changes the patterns of human behavior is widely accepted. However, the second assumption - that these changes are beneficial - is contested, and depends on the location and regulations being discussed. In urban planning, land use planning seeks to order and regulate land use in an efficient and ethical way, thus preventing land ...

Mayor
In many countries, a mayor is the highest-ranking official in a municipal government such as that of a city or a town. Worldwide, there is a wide variance in local laws and customs regarding the powers and responsibilities of a mayor as well as the means by which a mayor is elected or otherwise mandated. Depending on the system chosen, a mayor may be the chief executive officer of the municipal government, may simply chair a multi-member governing body with little or no independent power, or may play a solely ceremonial role. A mayor's duties and responsibilities may be to appoint and oversee municipal managers and employees, provide basic governmental services to constituents, and execute the laws and ordinances passed by a municipal governing body (or mandated by a state, territorial or national governing body). Options for selection of a mayor include direct election by the public, or selection by an elected governing council or board. The term ''mayor'' shares a linguistic ...

Consolidated City-county
In United States local government, a consolidated city-county is formed when one or more cities and their surrounding county ( parish in Louisiana, borough in Alaska) merge into one unified jurisdiction. As such it has the governmental powers of both a municipal corporation and an administrative division of a state. A consolidated city-county is different from an independent city, although the latter may result from consolidation of a city and a county and may also have the same powers as a consolidated city-county. An independent city is a city not deemed by its state to be located within the boundary of any county and considered a primary administrative division of its state. A consolidated city-county differs from an independent city in that the city and county both nominally exist, although they have a consolidated government, whereas in an independent city, the county does not even nominally exist. Furthermore, a consolidated city-county may still contain independent munici ...

Sheriff
A sheriff is a government official, with varying duties, existing in some countries with historical ties to England where the office originated. There is an analogous, although independently developed, office in Iceland that is commonly translated to English as ''sherif''. Description Historically, a sheriff was a legal official with responsibility for a shire, the term being a contraction of " shire reeve" (Old English ). In British English, the political or legal office of a sheriff, term of office of a sheriff, or jurisdiction of a sheriff, is called a shrievalty in England and Wales, and a sheriffdom in Scotland. County Executive
A county executive, county manager or county mayor is the head of the executive branch of government in a United States county. The executive may be an elected or an appointed position. When elected, the executive typically functions either as a voting member of the elected county government, or may have veto power similar to other elected executives such as a governor, president or mayor. When appointed, the executive is usually hired for a specific period of time, but frequently can be dismissed prior to this. The position of an appointed county executive is analogous to that of a city manager (rather than that of an appointed governor common outside the U.S.), and is similar to a chief administrative officer, depending on the state. The executive is generally given full responsibility for the total operation of all departments based on general directives provided by the elected county government that hired the executive. County Administrator
In local government in the United States, a county administrator or county manager is a person appointed to be the administrative manager of a county, in a council–manager form of county government. In some counties, the equivalent position is the county executive (although this term is sometimes used to refer to a directly or indirectly elected official, and not a hired employee) or county chief administrative officer (CAO) in some counties, and county judge in others. The term "county manager," as opposed to CAO, implies more discretion and independent authority that is set forth in a charter or some other body of codified law, as opposed to duties being assigned on a varying basis to a single superior such as a county commissioner. The International City/County Management Association (ICMA) is the professional association for county administrators. History The county administrator/manager, operating under the council-manager government form, was created in part to remove co ...
