Chongqing is a municipality in Southwestern China. Chongqing is one of the four direct-administered municipalities under the Central People's Government, along with Beijing, Shanghai, and Tianjin. It is the only directly administrated municipality located deep inland. The municipality covers a large geographical area roughly the size of Austria, which includes several disjunct urban areas in addition to Chongqing proper. Due to its classification, the municipality of Chongqing is the largest city proper in the world by area, though it does not have the largest urban area. The municipality of Chongqing is the only Chinese municipality with a permanent population of over 30 million; however, this number includes its large rural population. The Köppen climate classification is one of the most widely used climate classification systems. It was first published by German-Russian climatologist Wladimir Köppen (1846–1940) in 1884, with several later modifications by Köppen, notably in 1918 and 1936. Vehicle registration plates in China are mandatory metal or plastic plates attached to motor vehicles in mainland China for official identification purposes. The plates are issued by the local traffic management offices, which are sub-branches of local public security bureaus, under the rules of the Ministry of Public Security. The Human Development Index (HDI) is a statistic composite index of life expectancy, education (mean years of schooling completed and expected years of schooling upon entering the education system), and per capita income indicators, which is used to rank countries into four tiers of human development. A country scores a higher level of HDI when the lifespan is higher, the education level is higher, and the gross national income GNI (PPP) per capita is higher. Telephone numbers in China are organized according to the Chinese Telephone Code Plan. The numerical formats of landlines and mobile phones are different: landlines have area codes, whereas mobile phones do not. In major cities, landline numbers consist of a two-digit area code followed by an eight-digit inner number.
