Chilean Constitutional Convention
The Constitutional Convention () was the constituent body of the Chile, Republic of Chile in charge of drafting a new Political Constitution of the Republic after the approval of the 2020 Chilean national plebiscite, national plebiscite held in October 2020. Its creation and regulation were carried out through Law No. 21,200, published on 24 December 2019, which amended the Constitution of Chile, Political Constitution of the Republic to include the process of drafting a new constitution. The body met for the first time on 4 July 2021. Chilean President Sebastian Piñera said, "This Constitutional Convention must, within a period of 9 months, extendable for an additional 3 months, draft and approve a new constitution for Chile, which must be ratified by the citizens through a plebiscite." The Political Constitution of the Republic of Chile of 1980 () is the fundamental law in force in Chile. It was approved and promulgated under the military dictatorship headed by Augusto Pinochet, being ratified by the Chilean citizenry through a referendum on September 11, 1980, although being held under restrictions and without electoral registers. The constitutional text took effect, in a transitory regime, on March 11, 1981, and then entered into full force on March 11, 1990, with the return to electoral democracy. It was amended for the first time in 1989 (through a referendum), and afterward in 1991, 1994, 1997, each year from 1999 to 2001, 2003, each year from 2007 to 2015, and each year from 2017 to 2021, with the last three amendments concerning the constituent process of 2020 - 2022. D'Hondt Method
The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. Motivation Proportional representation systems aim to allocate seats to parties approximately in proportion to the number of votes received. For example, if a party wins one-third of the votes then it should gain about one-third of the seats. National Renewal (Chile)
National Renewal ( es, Renovación Nacional, RN) is a liberal conservative political party in Chile. It is a member of Chile Vamos, a center-right to right-wing coalition. Sebastián Piñera, the former President of Chile, is a member of the party. Mario Desbordes
Mario Guillermo Desbordes Jiménez (born 15 October 1968) is a Chilean politician and former police officer of Carabineros de Chile. He became the Minister of Defense in July 2020. Desbordes previously served as a member of the Chamber of Deputies in Congress and was the president of National Renewal from 2018 to 2020. He also held the position of Secretary-General of his political party from 2010 to 2018 and was Undersecretary of Investigations during President Sebastián Piñera's first administration. Known for his "social right-wing" project, Desbordes played a key role in the agreement for a plebiscite towards a new constitution to replace the 1980 Constitution in 2019. The 2022 Chilean national plebiscite was held on 4 September 2022, in order to determine whether the public agreed with the text of a new Political Constitution of the Republic drawn up by the Constitutional Convention. It was commonly referred to as the "exit plebiscite" (''plebiscito de salida''). The proposed constitution, which had faced "intense criticism that it was too long, too left-wing and too radical", was rejected by a margin of 62% to 38%. 2020 Chilean National Plebiscite
The 2020 Chilean national plebiscite was held in Chile on 25 October 2020. The referendum asked whether a new constitution should be drafted, and whether it should be drafted by a constitutional convention, made up by members elected directly for this convention, or by a mixed constitutional convention, made up in halves by currently-sitting members of Parliament and directly elected citizens. 2021 Chilean Constitutional Convention Election
An election for the members of the Constitutional Convention was held in Chile between 15 and 16 May 2021. This election was called after 78% of voters in the 2020 national plebiscite voted to write a new Constitution through this method. After massive protests and riots sparked in October 2019, an agreement was reached on 15 November 2019 between several political parties to start the process to write a new Constitution. In case the first referendum was approved (originally scheduled for 26 April 2021), a special election would be called to select the members of the Constitutional Convention. This election was originally scheduled for 25 October 2020, six months after the first referendum.
