The Urban Administrative and Law Enforcement Bureau, commonly shortened to ''Chengguan'' (), is a local government agency that has been established in every city in Mainland China. The agency is usually part of a city or municipality's Urban Management Bureau (). The agency is in charge with enforcement of urban management of the city. Linqu County () is a county, originally known as "Pianyi", located in the southwest of Weifang and the middle of Shandong Peninsula, Shandong Province, China. Linqu also has the name Zhuxu County. Fufeng County () is a county under the administration of the prefecture-level city of Baoji, in the west-central part of Shaanxi Province, China. The county lies in the fertile Guanzhong Plain on the north bank of the Wei River between Xi'an, to the east, and Baoji, to the west. It has a land area of , and a population of 450,000 as of 2021. Chengguan (monk)
Chengguan (or Ching-liang) (738–839) was an important representative of the Huayan school of Chinese Buddhism, under whom the school gained great influence. Chengguan lived through the reigns of nine emperors and was an honored teacher to seven emperors starting with Xuanzong (玄宗) until Wenzong (文宗). The General Survey of Longxing’s Chronology chronicled during Southern Song and A Brief Account of the Five Patriarchs of Fajiezong of Qing recorded a difference of one year in Chengguan’s birth year (737-838 CE or 738-839 CE), but both documented that he lived to be 102.
