Carlos Raúl Morales
Carlos Raúl Morales Moscoso (born 7 October 1970) is a Guatemalan diplomat and former government official. He served as Minister of Foreign Affairs of Guatemala from September 2014 to August 2017. Career Vice Minister of Foreign Affairs Due to the foreign policy of Guatemala towards Belize, he left office in November 2011, so he could continue serving as the executive secretary of the Commission of Belize of Guatemala, until this unit was shut down by president Pérez Molina in February 2012. After that, he assumed the office of the vice minister again, and held the position until his nomination as minister. During his time in office, he handled the bilateral and multilateral agenda, among other tasks. Minister of Foreign Affairs Morales was sworn by President Otto Pérez Molina as the Foreign Affairs Minister on 18 September 2014. Iván Velásquez Gómez
Iván Velásquez Gómez (born 12 May 1955) is a Colombian jurist and diplomat. From October 2013 to September 2019, he was the head of the International Commission against Impunity in Guatemala (CICIG). Biography Iván Velásquez was born in Medellín, Colombia. He studied law at the University of Antioquia. Later, he was appointed Antioquia Deputy Prosecutor during 1991 and 1994, where he initiated investigations related to torture, extrajudicial executions and abuses. In 1996 he was assistant magistrate in the Council of State, and a year later he was elected Regional Director of Public Prosecutors' Offices in Medellin for 1997 to 1999. He was elected auxiliary magistrate of the Supreme Court of Justice of Colombia in 2000. Between 2006 and 2012, Velásquez coordinated the Commission of Investigative Support of the Criminal Chamber, in charge of investigating the Parapolitica case. Izabal Department
Izabal () is one of the 22 departments of Guatemala. Its coastal areas form part of the homeland of the Garifuna people. Izabal is bordered to the north by Belize, to the north east by the Gulf of Honduras, and to the east by Honduras, and by the Guatemalan departments of Petén to the north west, Alta Verapaz to the west, and Zacapa to the south. The Izabal Department surrounds Lake Izabal (or Lago de Izabal), Guatemala's largest lake (about 48 km long and 24 km wide, with an area of about 590 km²). The Spanish Colonial fort of San Felipe, now a Guatemalan national monument, overlooks the point where the lake flows into the Río Dulce. António Manuel de Oliveira Guterres ( , ; born 30 April 1949) is a Portuguese politician and diplomat. Since 2017, he has served as secretary-general of the United Nations, the ninth person to hold this title. Otto Pérez Molina
Otto Fernando Pérez Molina (born 1 December 1950) is a Guatemalan politician and retired general, who was President of Guatemala from 2012 to 2015. Standing as the Patriotic Party (Guatemala), Patriotic Party (''Partido Patriota'') candidate, he lost the 2007 Guatemalan general election, 2007 presidential election but prevailed in the 2011 Guatemalan general election, 2011 presidential election. During the 1990s, before entering politics, he served as Director of Military Intelligence, Presidential Chief of Staff under President Ramiro de León Carpio, and as chief representative of the military for the Guatemalan Peace Accords.
