The Canadian Food Inspection Agency (CFIA; french: Agence canadienne d'inspection des aliments) is a regulatory agency that is dedicated to the safeguarding of food, plants, and animals (FPA) in Canada, thus enhancing the health and well-being of Canada's people, environment and economy. The agency is governed by the Minister of Agriculture and Agri-Food and Minister of Health. The agency was created in April 1997 by the ''Canadian Food Inspection Agency Act'' for the purpose of consolidating the delivery of all federal food safety, animal health, and plant health regulatory programs in Canada. As such, the CFIA was established by combining and integrating the related inspection services of three separate federal government departments: * Agriculture and Agri-Food Canada, * Fisheries and Oceans Canada, and * Health Canada. National Centre For Foreign Animal Disease
The National Centre for Foreign Animal Disease (NCFAD), located in the Canadian Science Centre for Human and Animal Health in Winnipeg, Manitoba, is part of the Canadian Food Inspection Agency’s National Centres for Animal Disease. NCFAD is co-located with the Public Health Agency of Canada’s National Microbiology Laboratory. NCFAD provides scientific expertise and technologies for the prevention, detection, control and reporting of foreign animal diseases (FAD) and emerging animal diseases. The maximum residue limit (also maximum residue level, MRL), is the maximum amount of pesticide residue that is expected to remain on food products when a pesticide is used according to label directions, that will not be a concern to human health. Determination The MRL is usually determined by repeated (on the order of 10) field trials, where the crop has been treated according to good agricultural practice (GAP) and an appropriate pre harvest interval or withholding period has elapsed. For many pesticides this is set at the Limit of determination (LOD) – since only major pesticides have been evaluated and understanding of acceptable daily intake (ADI) is incomplete (i.e. producers or public bodies have not submitted MRL data – often because these were not required in the past). The Agreement on the Application of Sanitary and Phytosanitary Measures, also known as the SPS Agreement or just SPS, is an international treaty of the World Trade Organization (WTO). It was negotiated during the Uruguay Round of the General Agreement on Tariffs and Trade (GATT), and entered into force with the establishment of the WTO at the beginning of 1995. Broadly, the sanitary and phytosanitary ("SPS") measures covered by the agreement are those aimed at the protection of human, animal or plant life or health from certain risks. Under the SPS agreement, the WTO sets constraints on member-states' policies relating to food safety (bacterial contaminants, pesticides, inspection and labelling) as well as animal and plant health (phytosanitation) with respect to imported pests and diseases. International Plant Protection Convention
The International Plant Protection Convention (IPPC) is a 1951 multilateral treaty overseen by the United Nations Food and Agriculture Organization that aims to secure coordinated, effective action to prevent and to control the introduction and spread of pests of plants and plant products. The Convention extends beyond the protection of cultivated plants to the protection of natural flora and plant products. It also takes into consideration both direct and indirect damage by pests, so it includes weeds. The Convention created a governing body consisting of each party, known as the Commission on Phytosanitary Measures, which oversees the implementation of the convention.
