Building Back Better
Building Back Better (BBB) is a strategy aimed at reducing the risk to the people of nations and communities in the wake of future disasters and shocks. The BBB approach integrates disaster risk reduction measures into the restoration of physical infrastructure, social systems and shelter, and the revitalisation of livelihoods, economies and the environment. BBB has been described in the United Nations, United Nations' Sendai Framework for Disaster Risk Reduction document, which was agreed on at the World Conference on Disaster Risk Reduction#2015 Third UN World Conference on Disaster Risk Reduction (WCDRR) in Sendai, Third UN World Conference on Disaster Risk Reduction held on March 14–18, 2015, in Sendai, Japan. Disaster risk reduction (DRR) sometimes called disaster risk management (DRM) is a systematic approach to identifying, assessing and reducing the risks of disaster. It aims to reduce socio-economic vulnerabilities to disaster as well as dealing with the environmental and other hazards that trigger them. The most commonly cited definition of Disaster risk reduction is one used by UN agencies such as United Nations Office for Disaster Risk Reduction (UNDDR) and the United Nations Development Programme (UNDP): "The conceptual framework of elements considered with the possibilities to minimize vulnerabilities and disaster risks throughout a society, to avoid (prevention) or to limit (mitigation and preparedness) the adverse impacts of hazards, within the broad context of sustainable development." Odisha State Disaster Management Authority is an agency of the Department of Revenue & Disaster Management whose primary purpose is to carry out responses to natural disaster, natural or man-made disasters and for capacity-building in disaster resiliency and crisis response. 1999 Odisha Cyclone
The 1999 Odisha cyclone ( IMD designation BOB 06, JTWC designation 05B) was the most intense recorded tropical cyclone in the North Indian Ocean and among the most destructive in the region. The 1999 Odisha cyclone organized into a tropical depression in the Andaman Sea on 25 October, though its origins could be traced back to an area of convection in the Sulu Sea four days prior. The disturbance gradually strengthened as it took a west-northwesterly path, reaching cyclonic storm strength the next day. Tropical Storm Ondoy
Typhoon Ketsana, known in the Philippines as Tropical Storm Ondoy, was the second-most devastating tropical cyclone of the 2009 Pacific typhoon season, causing $1.15 billion in damages and 921 fatalities, only behind Morakot earlier in the season, which caused 789 deaths and damages worth $6.2 billion. 2006 Pangandaran Earthquake And Tsunami
An earthquake occurred on July 17, 2006 at along a subduction zone off the coast of west and central Java, a large and densely populated island in the Indonesian archipelago. The shock had a moment magnitude of 7.7 and a maximum perceived intensity of IV (''Light'') in Jakarta, the capital and largest city of Indonesia. There were no direct effects of the earthquake's shaking due to its low intensity, and the large loss of life from the event was due to the resulting tsunami, which inundated a portion of the Java coast that had been unaffected by the earlier 2004 Indian Ocean earthquake and tsunami that was off the coast of Sumatra. ''The Shock Doctrine: The Rise of Disaster Capitalism'' is a 2007 book by the Canadian author and social activist Naomi Klein. In the book, Klein argues that neoliberal free market policies (as advocated by the economist Milton Friedman) have risen to prominence in some developed countries because of a deliberate strategy of "shock therapy".
