He followed a long military career which he culminated as General (rank he attained in 2007). Among other positions, he was an instructor at the School of the Americas. 2013 to 2015 he was Defence Minister of Paraguay in the cabinet of President Horacio Cartes. Since 2018 he is once again Defence Minister of Paraguay. Coronel Oviedo (), locally simply known as Oviedo, is a city in east-central Paraguay. It is the capital of the Caaguazú Department, about 150 kilometers east of Asunción, and was founded in 1758. The city has a population of about 52,400 (2006 Estimate) and is the hometown of former president Nicanor Duarte Frutos. Coronel Oviedo is an important transit point, as it lies halfway between Asunción and Ciudad del Este. In addition, it sits at the intersection of highways Ruta 2, Ruta 7 and Ruta 8. The moniker for the city is the "Capital of Work" or ''capital de trabajo'' in Spanish. Horacio Manuel Cartes Jara (born 5 July 1956) is a Paraguayan businessman and politician who served as the president of Paraguay from 2013 to 2018. He is a member of the Colorado Party. Cartes owns about two dozen businesses in his Grupo Cartes conglomerate including tobacco, soft drinks, meat production, and banking. He was president of Club Libertad football club from 2001 until 2012, and had been the president of the national team department of the Paraguayan Football Association during the 2010 FIFA World Cup qualification.
