Berlin ( , ) is the capital and largest city of Germany by both area and population. Its 3.7 million inhabitants make it the European Union's most populous city, according to population within city limits. One of Germany's sixteen constituent states, Berlin is surrounded by the State of Brandenburg and contiguous with Potsdam, Brandenburg's capital. Electoral system Germany uses the mixed-member proportional representation system, a system of proportional representation combined with elements of first-past-the-post voting. The Bundestag has 598 nominal members, elected for a four-year term; these seats are distributed between the sixteen German states in proportion to the states' number of eligible voters.
