Barry S. Milligan is an American politician and banker from the state of Louisiana. A Republican Party (United States), Republican, Milligan represented the Louisiana's 38th State Senate district, 38th district of the Louisiana State Senate, based in southern Shreveport, Louisiana, Shreveport, from 2020 to 2024. Career Milligan has held positions at a variety of banking institutions, including Regions Financial Corporation, BancorpSouth, Home Federal Bank, and the Bank of Montgomery. Since 2019 he has served as owner of Louisiana Business Consulting, LLC, which he also founded. Political history In 2019 Louisiana elections, 2019, Milligan announced a run for State Senate against Democratic Party (United States), Democratic incumbent John Milkovich, who had garnered blowback for his unscientific comments on vaccinations and autism. It has been represented by Republican Party (United States), Republican Barry Milligan since 2020, following Milligan's 2019 Louisiana elections, 2019 defeat of Democratic Party (United States), Democratic incumbent John Milkovich. Geography District 38 covers all of DeSoto Parish, Louisiana, DeSoto Parish and southern parts of Caddo Parish, Louisiana, Caddo Parish in Ark-La-Tex, including the towns of Greenwood, Louisiana, Greenwood, Keithville, Louisiana, Keithville, Stonewall, Louisiana, Stonewall, and Mansfield, Louisiana, Mansfield, as well as a small portion of southern Shreveport, Louisiana, Shreveport.
