Balancing (international Relations)
The concept of balancing derives from the balance of power theory, the most influential theory from the realist school of thought, which assumes that a formation of hegemony in a multistate system is unattainable since hegemony is perceived as a threat by other states, causing them to engage in balancing against a potential hegemon. Balancing encompasses the actions that a particular state or group of states take in order to equalise the odds against more powerful states; that is to make it more difficult and hence less likely for powerful states to exert their military advantage over the weaker ones. According to the balance of power theory, states, motivated primarily by their desire for survival and security, will develop and implement military capabilities and hard power mechanisms in order to constrain the most powerful and rising state that can prove a potential threat. Balance Of Power In International Relations
The balance of power theory in international relations suggests that states may secure their survival by preventing any one state from gaining enough military power to dominate all others. If one state becomes much stronger, the theory predicts it will take advantage of its weaker neighbors, thereby driving them to unite in a defensive coalition. Some realists maintain that a balance-of-power system is more stable than one with a dominant state, as aggression is unprofitable when there is equilibrium of power between rival coalitions. When threatened, states may seek safety either by ''balancing'', allying with others against the prevailing threat; or '' bandwagoning'', aligning themselves with the threatening power. Collective Action
Collective action refers to action taken together by a group of people whose goal is to enhance their condition and achieve a common objective. It is a term that has formulations and theories in many areas of the social sciences including psychology, sociology, anthropology, political science and economics. Territorial Integrity
Territorial integrity is the principle under international law that gives the right to sovereign states to defend their borders and all territory in them of another state. It is enshrined in Article 2(4) of the UN Charter and has been recognized as customary international law. Conversely it states that imposition by force of a border change is an act of aggression. Anti-Ballistic Missile Treaty
The Anti-Ballistic Missile Treaty (ABM Treaty or ABMT) (1972–2002) was an arms control treaty between the United States and the Soviet Union on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against ballistic missile-delivered nuclear weapons. It was intended to reduce pressures to build more nuclear weapons to maintain deterrence. Under the terms of the treaty, each party was limited to two ABM complexes, each of which was to be limited to 100 anti-ballistic missiles. Signed in 1972, it was in force for the next 30 years. Kyoto Protocol
The Kyoto Protocol was an international treaty which extended the 1992 United Nations Framework Convention on Climate Change (UNFCCC) that commits state parties to reduce greenhouse gas emissions, based on the scientific consensus that (part one) global warming is occurring and (part two) that human-made CO2 emissions are driving it. The Kyoto Protocol was adopted in Kyoto, Japan, on 11 December 1997 and entered into force on 16 February 2005. There were 192 parties (Canada withdrew from the protocol, effective December 2012) to the Protocol in 2020. Such action may be in disregard for other parties, or as an expression of a commitment toward a direction which other parties may find disagreeable. Soft Balancing
Soft balancing is a recent addition to balance of power theory used to describe non-military forms of balancing evident since the end of the Cold War, particularly during and after the 2003 Iraq War. Soft balancing as a strategy can be attributed to the work of Robert Pape and T. V. Paul. It was criticized by Stephen Brooks, William Wohlforth and Augusto Dall'Agnol. Soft balancing has been practiced in many developing countries, such as Brazil, India and South Africa. Most countries share the common denominator of not having a strong military force, thus they utilize internal force rather than aggressive force. Soft balancing occurs when weaker states decide that the dominance and influence of a stronger state is unacceptable, but that the military advantage of the stronger state is so overwhelming that traditional balancing is infeasible or even impossible. Unipolarity
Polarity in international relations is any of the various ways in which power is distributed within the international system. It describes the nature of the international system at any given period of time. One generally distinguishes three types of systems: unipolarity, bipolarity, and multipolarity for three or more centers of power. The type of system is completely dependent on the distribution of power and influence of states in a region or globally. Scholars differ as to whether bipolarity or unipolarity is likely to produce the most stable and peaceful outcomes. Mançur Lloyd Olson Jr. (; January 22, 1932 – February 19, 1998) was an American economist and political scientist who taught at the University of Maryland, College Park. His most influential contributions were in institutional economics, and in the role which private property, taxation, public goods, collective action, and contract rights play in economic development. Free Rider Problem
In the social sciences, the free-rider problem is a type of market failure that occurs when those who benefit from resources, public goods (such as public roads or public library), or services of a communal nature do not pay for them or under-pay. Free riders are a problem because while not paying for the good (either directly through fees or tolls or indirectly through taxes), they may continue to access or consume it. Thus, the good may be under-produced, overused or degraded. Additionally, it has been shown that despite evidence that people tend to be cooperative by nature, the presence of free-riders cause this prosocial behaviour to deteriorate, perpetuating the free-rider problem. Coordination Game
A coordination game is a type of simultaneous game found in game theory. It describes the situation where a player will earn a higher payoff when they select the same course of action as another player. The game is not one of pure conflict, which results in multiple pure strategy Nash equilibria in which players choose matching strategies. Figure 1 shows a 2-player example. Both (Up, Left) and (Down, Right) are Nash equilibria. If the players expect (Up, Left) to be played, then player 1 thinks their payoff would fall from 2 to 1 if they deviated to Down, and player 2 thinks their payoff would fall from 4 to 3 if they chose Right.
