Arun Pathak (Bihari Politician)
Arun Pathak has been an adviser to the Governor of Bihar since 19 May 2005. The President's rule was imposed there in March, 2005. He retired from the Indian Administrative Service in 1993. He was the chief secretary of Bihar twice. According to rediff.com, he was known for his honest image. The governor of Bihar is a nominal head and representative of the President of India in the state of Bihar. The Governor is appointed by the President for a term of 5 years. Phagu Chauhan is the current governor of Bihar. Former President Zakir Hussain and Ram Nath Kovind were two such Governors of Bihar who succeeded on to become the President of India. Powers and functions The Governor has: *Executive powers related to administration, appointments and removals, *Legislative powers related to lawmaking and the state legislature, that is Vidhan Sabha or Vidhan Parishad, and *Discretionary powers to be carried out according to the discretion of the Governor. President's Rule
In India, President's rule is the suspension of state government and imposition of direct Union government rule in a state. Under Article 356 of the Constitution of India, if a state government is unable to function according to Constitutional provisions, the Union government can take direct control of the state machinery. Subsequently, executive authority is exercised through the centrally appointed governor, who has the authority to appoint other administrators to assist them. The administrators are usually nonpartisan retired civil servants. When a state government is functioning correctly, it is run by an elected Council of Ministers responsible to the state's legislative assembly (Vidhan Sabha). The council is led by the chief minister, who is the chief executive of the state; the Governor is only a constitutional head. Lalu Prasad Yadav
Lalu Prasad Yadav (born 11 June 1948) is an Indian politician and president of the Rashtriya Janata Dal (RJD). He is a former List of Chief Ministers of Bihar, Chief Minister of Bihar (1990-1997), a former Ministry of Railways (India), Railway Minister of India (2004-2009), and a former Member of Parliament, Lok Sabha, Member of Parliament (MP) of the Lok Sabha. He entered politics at Patna University as a student leader and in 1977 at the age of 29, was elected as the youngest member of the Lok Sabha for the Janata Party. He became the Chief Minister of Bihar in 1990. His party came to power in 2015 Bihar Legislative Assembly election in partnership with Nitish Kumar of Janata Dal (United), JD(U).
