Alfredo Montelibano Sr.
Alfredo Montelíbano Sr. (December 20, 1905 – August 19, 1989) was a Filipino politician and industrialist. He served as the first mayor of Bacolod in 1938, as military governor of Negros and Siquijor Islands from 1942 to 1945, and as Secretary of National Defense and Interior under President Sergio Osmeña from 1945 to 1946. He was an alumnus of the University of the Philippines. The secretary of national defense ( fil, kalihim ng tanggulang pambansa) is the head of the Department of National Defense and is a member of the president's Cabinet. The current acting secretary is Jose Faustino Jr., who assumed office on June 30, 2022. This cabinet post is considered one of the stepping stones of the Philippine presidency. Two secretaries of defense were elected president: Ramon Magsaysay in 1953 and Fidel V. Ramos in 1992. Negros (province)
Negros was an administrative division of the Philippines, existing as a military district from 1734 to 1865, and a politico-military province from 1865 to 1890. History Upon the arrival of Spaniards, Miguel López de Legazpi placed the island of Negros and its nearby islands and islets under the jurisdiction of the governor of Oton on Panay in the 1600s. The islands then became a Spanish military district in 1734 and the municipality of Ilog served as its first capital. The seat of government was later transferred to Himamaylan in 1795 until Bacolod became the capital in 1849. In 1865, it was raised into a politico-military province. The province was composed of 2 geographical divisions: the ''Occidental Negros'' (the de jure and de facto seat of the government) and ''Oriental Negros''. Silay City
Silay, officially the City of Silay ( hil, Dakbanwa/Syudad sang Silay; ceb, Dakbayan sa Silay; fil, Lungsod ng Silay), is a 3rd class component city in the province of Negros Occidental, Philippines. According to the 2020 census, it has a population of 130,478 people. It is part of the metropolitan area called Metro Bacolod, which includes the cities of Bacolod (the metropolitan center) and Talisay. It has a sizable commercial and fishing port and is the site of the new Bacolod–Silay International Airport, which replaced the old Bacolod City Domestic Airport. Silay is often referred to as the "Paris of Negros" due to its artists, cultural shows and large collection of perfectly preserved heritage houses.
