Sevastopol (Russian - Севастополь) is a city on the Black Sea, located in the southwest of the Crimean Peninsula—a territory disputed between Russia and Ukraine as a result of the 2014 Crimean crisis. It has been under the ''de facto'' Russian control since March 2014, when it was incorporated into Russia as one of its federal subjects, with a status of a federal city. Being a disputed territory, Sevastopol has two sets of laws governing how its administrative and municipal divisions are set up. Under both Ukrainian and Russian laws, the city is administratively divided into four districts. Under the Ukrainian laws, the districts have both administrative and municipal status, while under the Russian laws the districts are purely administrative and have no further divisions. Administrative Divisions Of Regions Of Ukraine
Administrative division of regions of Ukraine is not homogeneous, but it is standardized. There are three types of regional subdivisions: raion, raion within city, and city of regional significance (jurisdiction). Not all regions have each type of those subdivisions. The most inconsistent type of division is raion within city. Each of those subdivisions are governed by their own district state administration chairman appointed by the President of Ukraine on the recommendation of a governor (chairman of the Regional State Administration). The legislative state power is electable and consists of a district council which is headed by a mayor in cities and a chairman in other settlements. Sarych ( uk, Са́рич; russian: Са́рыч; crh, Sarıç) is a headland (russian: Мыс, translit=mys; ) located on the shore of the Black Sea on the Crimean peninsula. Inkerman ( uk, Інкерман, russian: Инкерман, crh, İnkerman) is a city in the Crimean peninsula. Balaklava District ( uk, Балаклавський район; russian: Балаклавский район) is an administrative raion (district) of the city of Sevastopol. The raion was created in 1930 as part of the Crimean ASSR with its administrative center in Balaklava. After World War II in 1957, it became part of Sevastopol city municipality.
