Azerbaijani National Council
Azerbaijani National Council ( az, Azərbaycan Xalq Cümhuriyyəti Milli Şurası) was the first delegated legislative body of the Azerbaijan Democratic Republic (ADR) from 27 May 1918 to 17 June 1918 and again from 16 November 1918 to 3 December 1918. It was succeeded by the ''Parliament'' ( az, Parlament), a legislative body formed through nationwide general elections. Background After the February Revolution like many ethnic minorities of the shrinking Russian Empire, Azeris also began to form movements aimed at political autonomy from Russia. In the provinces and districts where Azeris constituted considerable population local Muslim National Councils (MNC) were formed. On March 27, 1917, delegates of MNCs gathered to establish the Temporary Executive Committee for the MNCs. Ittihad
The Ittihad Party ( az, İttihad firqəsi) was a radical Islamist party in the Azerbaijan Democratic Republic in 1917–1920. It was formed in September 1917 in opposition to the secular Musavat Party and proposed political unity of all the Muslims of the Russian Empire (''ittihad'' in Arabic means "union"). In addition to propagating the legalization of the Sharia law within the Muslim communities, the goal of the Ittihadists was to prevent the formation of independent nation-states on the Muslim-populated territories of the Russian Empire. In 1918, Ittihad with 11 members became the second largest party in Azerbaijan's parliament. The Ittihadists' vehement opposition to Musavat, which formed the minority government in Azerbaijan in 1918–1920, led to their collaboration with the White Russians under Anton Denikin. Nuri Killigil, also known as Nuri Pasha (1889–1949) was an Ottoman general in the Ottoman Army. He was the half-brother of Ottoman Minister of War, Enver Pasha.
