Association For Relations Across The Taiwan Strait
The Association for Relations Across the Taiwan Straits (ARATS; ; often abbreviated as 海协会 / 海協會) is an organization set up by the People's Republic of China for handling technical and business matters with the Republic of China (Taiwan). The ROC counterpart to ARATS is the Straits Exchange Foundation (SEF). The foundation's founding chairman was former Shanghai mayor Wang Daohan, honorary chairman Rong Yiren. Negotiations with SEF stopped in 1999, and after Wang's death in 2005, no new chair was appointed until 2008. Following the election of Ma Ying-jeou to the presidency of the Republic of China on Taiwan, talks between ARATS and SEF have restarted and progress was made in the areas of transport and economy such as the Three links in 2008 and Economic Cooperation Framework Agreement in 2010. Ma Ying-jeou
Ma Ying-jeou ( zh, 馬英九, born 13 July 1950) is a Hong Kong-born Taiwanese politician who served as president of the Republic of China from 2008 to 2016. Previously, he served as justice minister from 1993 to 1996 and mayor of Taipei from 1998 to 2006. He served as chairman of the Kuomintang (KMT) from 2005 to 2007 and from 2009 to 2014. Ma first won the presidency by 58.45% of the popular vote in the presidential election of 2008, and was re-elected in 2012 with 51.6% of the vote. He was sworn into office as president on 20 May 2008, and sworn in as the Chairman of the Kuomintang on 17 October 2009; he resigned as chairman of Kuomintang on 3 December 2014. Ma's term as president saw warmer relations with Mainland China. Cross-Strait Relations
Cross-Strait relations (sometimes called Mainland–Taiwan relations, or Taiwan-China relations) are the relations between China (officially the People's Republic of China) and Taiwan (officially the Republic of China). The relationship has been complex and controversial due to the dispute on the political status of Taiwan after the administration of Taiwan was transferred from Japan to the Republic of China at the end of World War II in 1945, and the subsequent split between the PRC and ROC as a result of the Chinese Civil War. Chen Deming
Chen Deming (; born 1949) is a former the President of Association for Relations Across the Taiwan Straits of the People's Republic of China. Early life Chen was born in Shanghai in 1949. He went on to receive a Bachelor's Degree in Economics, a Master's Degree from the Hopkins-Nanjing Center, and later a Doctorate in Administration from Nanjing University Business School. In 1969 he joined the workforce and in September 1974, Chen joined the Communist Party of China. Political life Chen was Mayor and later CPC Committee Secretary of Suzhou. He then was the Governor of Shaanxi from 2004 to 2006. Then he was a Deputy at the National Development and Reform Commission, where he largely dealt with matters pertaining to China's energy policy. He was the Minister of the Chinese Ministry of Commerce from 2007 to 2013. He was appointed to the post at the Standing Committee of the National People's Congress on December 29, 2007. Chiang Pin-kung
Chiang Pin-kung (; 16 December 1932 – 10 December 2018) was a Taiwanese politician. He led the Ministry of Economic Affairs from 1993 to 1996, when he was named Minister of the Council for Economic Planning and Development, where he served until 2000. Chiang was subsequently elected to consecutive terms on the Legislative Yuan from 2002 to 2008. During his first term as a legislator, Chiang was Vice President of the Legislative Yuan. The Taiwan Affairs Office of the State Council is an administrative agency under the State Council of Mainland China. It is responsible for setting and implementing guidelines and policies related to the Republic of China (Taiwan), as stipulated by the Central Committee of the Chinese Communist Party and the State Council itself. According to the arrangement and authorization of the State Council, the office takes charge of relevant preparations for negotiations and agreements with what Mainland China calls the "Taiwan authorities" (i.e., the government of the Republic of China and its authorized government organizations). Chen Yunlin
Chen Yunlin (; born December 1941) was the chairman of the Association for Relations Across the Taiwan Straits (ARATS), the body responsible for negotiations with Taiwan in the People's Republic of China in 2008–2013. Early life Chen was born in 1941 in Heishan, Liaoning. He joined the Communist Party of China (CPC) in 1966. In 1967, he graduated from Beijing Agricultural University and started to work as technician in a chemical factory in Qiqihar, Heilongjiang, and later on promoted to be factory director. Political life In 1981, Chen started to work for the government as the Director of Qiqihar City Economic Planning Committee. Economic Cooperation Framework Agreement
The Economic Cooperation Framework Agreement (ECFA) is a free trade agreement (FTA) between the governments of the People's Republic of China (mainland China, PRC, commonly "China") and the Republic of China (ROC, commonly "Taiwan"), that aims to reduce tariffs and commercial barriers between the two sides, as well as improve cross-strait relations. The pact was signed on June 29, 2010, in Chongqing, and was seen as the most significant agreement since the two sides split after the Chinese Civil War in 1949, since neither government recognize the other as being the sole government of China. It was expected to boost the then current US$197.28 billion bilateral trade between both sides.
