Arthur Waugh (civil Servant)
Sir Arthur Allen Waugh, (18911968) was a British civil servant in India and folklorist. Early years and education Waugh was born on 25 July 1891 and educated at George Watson’s College and the University of Edinburgh. Career Waugh joined the Indian Civil Service in 1914 (via examination) and was gazetted to the United Provinces of British India. He was promoted to Revenue Secretary in 1934 and was made Settlement Commissioner in 1939. During the Second World War, he played an important role in overseeing the productive capacity of the United Provinces. In 1943, Waugh was called to Delhi to be made secretary of the Central War Supply Department. In 1945, Waugh was appointed to the Executive Council of the Governor-General. He was made Companion of the Order of the Indian Empire (CIE) in 1937, Companion of the Order of the Star of India (CSI) in 1943, and Knight Commander of the Order of the Indian Empire (KCIE) in 1945. The Most Exalted Order of the Star of India is an order of chivalry founded by Queen Victoria in 1861. The Order includes members of three classes: # Knight Grand Commander (GCSI) # Knight Commander ( KCSI) # Companion ( CSI) No appointments have been made since the 1948 New Year Honours, shortly after the Partition of India in 1947. A knight is a person granted an honorary title of knighthood by a head of state (including the Pope) or representative for service to the monarch, the church or the country, especially in a military capacity. Knighthood finds origins in the Greek ''hippeis'' and '' hoplite'' (ἱππεῖς) and Roman '' eques'' and ''centurion'' of classical antiquity. Merfolk
Merfolk or merpeople are legendary water-dwelling human-like beings. They are attested in folklore and mythology throughout the ages in various parts of the world. Female merfolk may be referred to as mermaids, although in a strict sense mermaids are confined to beings who are half-woman and half-fish in appearance. Male merfolk are called mermen. Depending on the story, they can be described as ugly or beautiful. Chinese ''renyu'' () stands for "merfolk", but in ancient geographical or natural historical tracts, this referred to "human-fish" or "man-fish" purported to inhabit rivers or lakes in certain parts of China. The Viceroy's Executive Council was the cabinet of the government of British India headed by the Viceroy of India. It is also known as the Council of the Governor-General of India. It was transformed from an advisory council into a cabinet consisting of five members heading revenue, military, law, finance and home by the Indian Councils Act 1861 giving recognition to the portfolio system introduced by Lord Canning in 1859.
