Arkady Skugarevsky
Arkady Platonovich Skugarevsky ( Russian, Аркадий Платонович Скугаревский, 17 January 1847 – ) was an Imperial Russian division and corps commander. He fought in World War I against the Ottoman Empire and the Empire of Japan. He was Chairman of the Committee on Education of the Troops from 1906 to 1909. He was a member of the military council from 1909 to 27 April 1912. The Russian Empire was an empire and the final period of the Russian monarchy from 1721 to 1917, ruling across large parts of Eurasia. It succeeded the Tsardom of Russia following the Treaty of Nystad, which ended the Great Northern War. The Order of the Red Eagle (german: Roter Adlerorden) was an order of chivalry of the Kingdom of Prussia. It was awarded to both military personnel and civilians, to recognize valor in combat, excellence in military leadership, long and faithful service to the kingdom, or other achievements. As with most German (and most other European) orders, the Order of the Red Eagle could only be awarded to commissioned officers or civilians of approximately equivalent status. However, there was a medal of the order, which could be awarded to non-commissioned officers and enlisted men, lower ranking civil servants and other civilians. The Imperial Order of the White Eagle (russian: О́рден Бе́лого Орла́) was an Imperial Russian Order based on the Polish honor. Emperor Nicholas I of Russia established the award in 1831 as the ''Imperial and Royal Order of the White Eagle''. A recipient of the Order was granted the title ''Knight of the Imperial (and Royal) Order of the White Eagle''.
