Arengo and Freedom ( it, Arengo e Libertà, AL) was a liberal and social liberal political party in San Marino. It was founded in September 2008 by two splinters from the Party of Socialists and Democrats, Fabio Berardi and Nadia Ottaviani, both members of the Grand and General Council, who considered the party to be too leftist. The group is linked to the Italian Clubs of Freedom. For the 2008 general election, the sole elections Arengo and Freedom have competed in, the party was part of the Pact for San Marino coalition and had its candidates in the list of the Sammarinese Christian Democratic Party (PDCS). The Sammarinese Christian Democratic Party ( it, Partito Democratico Cristiano Sammarinese, PDCS) is a Christian-democratic political party in San Marino. The PDCS is an observer member of the European People's Party (EPP), having joined the EPP in 1993. Its Italian counterpart was the now-dissolved Christian Democracy. Its internal left-wing faction left in 2006 to form the Centre Democrats and was joined by the social democrats of Arengo and Freedom. It is led by Giovanni Lonfernini, a former Captain-Regent. Snap general elections were held in San Marino on 9 November 2008. They were called after the collapse of the centre-left government which had won the previous 2006 elections. In June 2008, due to disagreements within the coalition partners, the Party of Socialists and Democrats (PSD), Popular Alliance (AP) and United Left (SU), AP left the coalition and the cabinet fell down. The PSD tried to form a narrow-majority coalition with SU and Sammarineses for Freedom (SpL), but two dissenting members of PSD left their party and formed Arengo and Freedom (AL), leaving the proposed coalition without a majority in Parliament. The Grand and General Council ( it, Consiglio Grande e Generale) is the parliament of San Marino. The council has 60 members elected for a five-year term. History From the fifth century San Marino was ruled by an assembly composed by all the family heads known as the Arengo. However, as population grew, such a body became more and more dysfunctional, with its functioning being crippled by feuds between families. While the exact timing is unknown, there is historical evidence that by the early 13th century the citizens of San Marino elected an assembly called Council of the LX, which was also known as the Grand and General Council. Fabio Berardi (born 26 May 1959 in Borgo Maggiore, San Marino) is a Sammarinese politician. He served as a Captain Regent of San Marino from April 2001 until October 2001 and from October 2016 to April 2017. From October 2001 until December 2003, he served as Secretary of State for Planning, Environment and Agriculture. From January 2004 until July 2006 he served as the minister of foreign and political affairs of San Marino until he was succeeded on 27 July by Fiorenzo Stolfi.
