Angus North and Mearns (Gaelic: ''Aonghas a Tuath agus a' Mhaoirne'') is a constituency of the Scottish Parliament ( Holyrood) covering parts of the council areas of Angus and Aberdeenshire. It elects one Member of the Scottish Parliament (MSP) by the first past the post method of election. It is one of ten constituencies in the North East Scotland electoral region, which elects seven additional members, in addition to the ten constituency MSPs, to produce a form of proportional representation for the region as a whole. The seat was created for the 2011 Scottish Parliament election and covers areas that were in the seats of Angus, Tayside North and West Aberdeenshire and Kincardine. It has been held by Mairi Gougeon of the Scottish National Party since the 2016 Scottish Parliament election. The Scottish Parliament ( gd, Pàrlamaid na h-Alba ; sco, Scots Pairlament) is the devolved, unicameral legislature of Scotland. Located in the Holyrood area of the capital city, Edinburgh, it is frequently referred to by the metonym Holyrood. 2016 Scottish Parliament Election
The 2016 Scottish parliament election was held on Thursday, 5 May 2016 to elect 129 members to the Scottish Parliament. It was the fifth election held since the devolved parliament was established in 1999. It was the first parliamentary election in Scotland in which 16 and 17 year olds were eligible to vote, under the provisions of the Scottish Elections (Reduction of Voting Age) Act. It was also the first time the three largest parties were led by women. Parliament went into dissolution on 24 March 2016, allowing the official period of campaigning to get underway. North Tayside was a constituency of the Scottish Parliament ( Holyrood). It elected one Member of the Scottish Parliament (MSP) by the plurality (first past the post) method of election. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. "Proportional" electoral systems mean proportional to ''vote share'' and ''not'' proportional to population size.
