In association football, the referee is the person responsible for interpreting and enforcing the Laws of the Game during a match. The referee is the final decision-making authority on all facts connected with play, and is the match official with the authority to start and stop play and impose disciplinary action against players and coaches during a match. At most levels of play the referee is assisted by two assistant referees (formerly known as linesmen), who advise the referee on whether the ball leaves the playing area and any infringements of the Laws of the Game occurring outside of the view of the referee. Listed below are the dates and results for the 2006 FIFA World Cup qualification rounds for UEFA teams. A total of 51 teams took part, divided in 8 groups – five groups of six teams each and three groups of seven teams each – competing for 13 places in the World Cup. Germany, the hosts, were already qualified, for a total of 14 European places in the tournament. The qualifying process started on 18 August 2004, over a month after the end of UEFA Euro 2004, and ended on 16 November 2005. Kazakhstan, which transitioned from the Asian Football Confederation to UEFA after the end of the 2002 FIFA World Cup, debuted in the European qualifiers. The European zone of qualification for the 2010 FIFA World Cup saw 53 teams competing for 13 places at the finals in South Africa. The qualification process started on 20 August 2008, nearly two months after the end of UEFA Euro 2008, and ended on 18 November 2009. The qualification process saw the first competitive matches of Montenegro.
