Algonquin State Forest is a Connecticut state forest located in the towns of Colebrook and Winchester. The forest is managed for wildlife habitat and passive recreational activities. It contains two areas of special ecological importance: Sandy Brook Natural Area Preserve and Kitchel Wilderness Natural Area Preserve, the later donated by Helen Binney Kitchel Helen Binney Kitchel (September 9, 1890 - February 11, 1990) was an American politician. Colebrook is a town in Litchfield County, Connecticut, United States. The population was 1,361 at the 2020 census. Colebrook was named after Colebrooke in the English county of Devon; the reason is now unknown. Geography Colebrook is in northeastern Litchfield County and is bounded to the east by Hartford County, Connecticut, and to the north by Berkshire and Hampden County in Massachusetts. According to the United States Census Bureau, the town has a total area of , of which are land and , or 4.23%, are water. Colebrook River Lake and West Branch Reservoir, both on the West Branch of the Farmington River, are in the northeast part of the town. Algonquin State Forest is in the central part of the town. Winchester is a town in Litchfield County, Connecticut, United States. The population was 10,224 at the 2020 census. The city of Winsted is located in Winchester. History Winchester was incorporated on May 21, 1771, and named after Winchester in England. Geography The town is in northeastern Litchfield County and is bordered to the south by the city of Torrington. It is northwest of Hartford, the state capital, and north of Waterbury. Winsted, with a population of 7,321 by far the largest community in Winchester, is in the eastern part of the town. The Connecticut Department of Energy and Environmental Protection (DEEP) is a state agency in the US state of Connecticut. The department oversees the state's natural resources and environment and regulates public utilities and energy policy. It is headquartered in Hartford. The agency was created on July 1, 2011, by the merging of two other state agencies, the Connecticut Department of Environmental Protection and the Connecticut Department of Public Utility Control. Daniel C. Esty was appointed as commissioner of the DEEP upon its creation in July 2011. Rob Klee served as commissioner of the department from January 2014 through December 2018. Katie S. Helen Binney Kitchel (September 9, 1890 - February 11, 1990) was an American politician. She is best known for her fight against billboards.
