Alexander Belonogov
Alexander Mikhailovich Belonogov (born 15 May 1931) is a retired Soviet Union, Soviet and Russian diplomat. In 1954–1962 served at the Treaty Section of the Ministry of Foreign Affairs (Soviet Union), Soviet Ministry of Foreign Affairs. In 1962–1967 served as Secretary of the Soviet Embassy in London. In 1967–1978 served at the Foreign Policy Planning Office of the Ministry of Foreign Affairs (Soviet Union), Soviet Ministry of Foreign Affairs. In 1978–1979 served as Head of the African and Middle East, Middle Eastern Section of the USSR Ministry of Foreign Affairs. In 1979–1984 served on the staff of the United States, US Section of the Soviet Ministry of Foreign Affairs. After 1984 served mostly abroad. The State Committee on the State of Emergency (), abbreviated as SCSE (), was a group of eight high-level Soviet officials within the Soviet government, the Communist Party, and the KGB, who attempted a coup d'état against Mikhail Gorbachev on 19 August 1991. The 1991 Soviet coup d'état attempt, also known as the August Coup,, "August Putsch". was a failed attempt by hardliners of the Soviet Union's Communist Party to forcibly seize control of the country from Mikhail Gorbachev, who was Soviet President and General Secretary of the Communist Party at the time. The coup leaders consisted of top military and civilian officials, including Vice President Gennady Yanayev, who together formed the State Committee on the State of Emergency (GKChP). They opposed Gorbachev's reform program, were angry at the loss of control over Eastern European states and fearful of the USSR's New Union Treaty which was on the verge of being signed.
