The majority religion in Azerbaijan is Islam, though Azerbaijan is the most secular country in the Muslim world. Estimates include 96.9% (CIA, 2010) and 99.2% (Pew Research Center, 2006) of the population identifying as Muslim. Most are adherents of Shia Islam (approximately 85%), with a minority (15%) being Sunni, differences traditionally have not been defined sharply. Most Shi'a are adherents of orthodox Ithna Ashari school of Shi'a Islam. Following many decades of Soviet atheist policy, religious affiliation is nominal in Azerbaijan and Muslim identity tends to be based more on culture and ethnicity than religion. Shīʿa Islam or Shīʿīsm is the second-largest branch of Islam. It holds that the Islamic prophet Muhammad designated ʿAlī ibn Abī Ṭālib as his successor (''khalīfa'') and the Imam (spiritual and political leader) after him, most notably at the event of Ghadir Khumm, but was prevented from succeeding Muhammad as the leader of the Muslims as a result of the choice made by some of Muhammad's other companions (''ṣaḥāba'') at Saqifah. The Soviet Union was established by the Bolsheviks in 1922, in place of the Russian Empire.
