9th Canadian Ministry
The Ninth Canadian Ministry was the first cabinet chaired by Prime Minister Sir Robert Borden. It governed Canada from 10 October 1911 to 12 October 1917, including only the 12th Canadian Parliament. The government was formed by the old Conservative Party of Canada. The Conservatives governed in coalition with the Liberal-Conservative Party until 12 October 1916 when the last Liberal-Conservative cabinet minister, Sam Hughes, was dismissed. Borden was also Prime Minister in the Tenth Canadian Ministry, which he formed for the coalition government with the Liberal–Unionists. Robert Borden
Sir Robert Laird Borden (June 26, 1854 – June 10, 1937) was a Canadian lawyer and politician who served as the eighth prime minister of Canada from 1911 to 1920. He is best known for his leadership of Canada during World War I. Borden was born in Grand-Pré, Nova Scotia. He worked as a schoolteacher for a period and then served his articles of clerkship at a Halifax law firm. He was called to the bar in 1878, and soon became one of Nova Scotia's most prominent barristers. Borden was elected to the House of Commons in the 1896 federal election, representing the Conservative Party. He replaced Charles Tupper as party leader in 1901, but was defeated in two federal elections by Liberal Prime Minister Wilfrid Laurier in 1904 and 1908. Coalition Government
A coalition government is a form of government in which political parties cooperate to form a government. The usual reason for such an arrangement is that no single party has achieved an absolute majority after an election, an atypical outcome in nations with majoritarian electoral systems, but common under proportional representation. A coalition government might also be created in a time of national difficulty or crisis (for example, during wartime or economic crisis) to give a government the high degree of perceived political legitimacy or collective identity, it can also play a role in diminishing internal political strife. William James Roche
William James Roche, (30 November 1859 – 30 September 1937) was a Canadian politician and Conservative Member of Parliament for the Manitoba riding of Marquette in the House of Commons of Canada from 1896 to 1917. Born in Clandeboye, Canada West, the son of W. F. Roche, he was educated in Lucan and London, Ontario, at Trinity Medical College in Toronto and at the University of Western Ontario. Roche practised medicine in Minnedosa, Manitoba. In 1883, he married Annie E. Cook. In 1892, Roche ran unsuccessfully for a seat in the Manitoba assembly. He was Secretary of State for External Affairs from 1911 to 1912. John Dowsley Reid
John Dowsley Reid, (1 January 1859 – 26 August 1929) was a Canadian businessman, physician, and parliamentarian. A Conservative, he was a long-standing Member of Parliament in the House of Commons of Canada for the Ontario Electoral district of Grenville South (named simply Grenville after 1903). Minister Of Customs
The Minister of Customs was a position in the Cabinet of the Government of Canada responsible for the administration of customs revenue collection in Canada. This position was originally created by Statute 31 Vict., c. 43, and assented to on 22 May 1868. From 3 December 1892, the Minister's position was abolished in favour of a Controller of Customs position, which was treated as part of the Ministry, but not part of the formal Cabinet. A similar change was also made to the Minister of Inland Revenue portfolio at that time. The Controller of Customs became part of the Cabinet on 24 December 1895, when John Fisher Wood joined the Privy Council. George Halsey Perley
Sir George Halsey Perley (September 12, 1857 – January 4, 1938) was an Americans, American-born Canadians, Canadian politician and diplomat. Early life Born in Lebanon, New Hampshire, the son of William Goodhue Perley and Mabel E. Martin Burrell
Martin Burrell (October 19, 1858 – March 20, 1938) was a Canadian politician. Born in Faringdon, Berkshire (now Oxfordshire), Burrell emigrated to Canada as a young man, where he eventually became a fruit grower on a farm about two miles east of Grand Forks, British Columbia. His farm was the largest apple tree nursery in the province. He was elected mayor of Grand Forks, British Columbia in 1903. He first ran unsuccessfully for the House of Commons of Canada as the Conservative candidate in the 1904 federal election for the constituency of Yale—Cariboo. Liberal–Unionist
Liberal–Unionists were supporters of the Liberal Party of Canada who, as a result of the Conscription Crisis of 1917 rejected Sir Wilfrid Laurier's leadership and supported the coalition Unionist government of Sir Robert Borden. Much of the Ontario Liberal Party declared themselves to be Liberal–Unionists, including provincial party leader Newton Rowell, who joined Borden's Cabinet, and a variety of Liberal MPs. In the 1917 election, many Liberals ran as Liberal–Unionists or Unionists against the Laurier Liberals. After the war, most Liberal–Unionists rejoined the Liberal Party despite efforts by Borden and Arthur Meighen to make the coalition permanent by renaming the Conservative party the National Liberal and Conservative Party.
