It is the definite article in English. State Of Emergency
A state of emergency is a situation in which a government is empowered to be able to put through policies that it would normally not be permitted to do, for the safety and protection of its citizens. A government can declare such a state during a natural disaster, civil unrest, armed conflict, medical pandemic or epidemic or other biosecurity risk. ''Justitium'' is its equivalent in Roman law—a concept in which the Roman Senate could put forward a final decree (''senatus consultum ultimum'') that was not subject to dispute yet helped save lives in times of strife. Relationship with international law Under international law, rights and freedoms may be suspended during a state of emergency, depending on the severity of the emergency and a government's policies. Use and viewpoints Though fairly uncommon in democracies, dictatorship, dictatorial regimes often declare a state of emergency that is prolonged indefinitely for the life of the regime, or for extended periods of t ...

11th Regional Community Defense Group
11 (eleven) is the natural number following 10 and preceding 12. It is the first repdigit. In English, it is the smallest positive integer whose name has three syllables. Name "Eleven" derives from the Old English ', which is first attested in Bede's late 9th-century ''Ecclesiastical History of the English People''. It has cognates in every Germanic language (for example, German ), whose Proto-Germanic ancestor has been reconstructed as , from the prefix (adjectival "one") and suffix , of uncertain meaning. It is sometimes compared with the Lithuanian ', though ' is used as the suffix for all numbers from 11 to 19 (analogously to "-teen"). The Old English form has closer cognates in Old Frisian, Saxon, and Norse, whose ancestor has been reconstructed as . This was formerly thought to be derived from Proto-Germanic ("ten"); it is now sometimes connected with or ("left; remaining"), with the implicit meaning that "one is left" after counting to ten.''Oxford English Dicti ...

Davao Del Sur
Davao del Sur ( ceb, Habagatang Dabaw; ), officially the Province of Davao del Sur, is a province in the Philippines located in the Davao Region in Mindanao. Its capital is Digos City. Davao City is the largest city in terms of area and population within the province's jurisdiction, yet it is administratively independent from the province; as such, Davao City is only grouped for geographical and statistical purposes. The province is bounded by Davao del Norte to the north, Davao Occidental to the south-east, North Cotabato and Sultan Kudarat to the west, South Cotabato and Sarangani to the south-west, and the Davao Gulf to the east. History The beginnings of both Davao Region and Davao del Sur were associated with the foundation of Davao, which was the first town to be founded in southern Mindanao in 1848, following the conquest of the area by José Uyanguren of the Basque province of Gipuzkoa, Spain (Guipúzcoa in Spanish). In 1849, Nueva Guipúzcoa province was founded ...

Civil-military Operations
Civil-military operations or CMO are activities of a military force to minimize civil interference on and maximize civil support for military operations. CMO is conducted in conjunction with combat operations during wartime and becomes a central part of a military campaign in counter-insurgencies. Some militaries have specialized units dedicated to conduct CMO, such as civil affairs forces or form task forces specifically for this purposes, such as a joint civil-military operations task force in the U.S. Military. Also, some militaries have staff sections dedicated to planning and coordinating CMO for their command. CMO is often called civil-military co-operation or CIMIC in NATO operations and civil-military co-ordination in UN operations. Official definitions The Canadian Military defines CMO as: The U.S. Military The United States Armed Forces are the military forces of the United States. Emergency Management
Emergency management or disaster management is the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day to day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own. The management of disasters tends to require some combination of activity from individuals and households, organizations, local, and/or higher levels of government. Although many different terminologies exist globally, the activities of emergency management can be generally categorized into preparedness, response, mitigation, and recovery, although other terms such as disaster risk reduction and prevention are also common. Humanitarian Aid
Humanitarian aid is material and logistic assistance to people who need help. It is usually short-term help until the long-term help by the government and other institutions replaces it. Among the people in need are the homeless, refugees, and victims of natural disasters, wars, and famines. Humanitarian relief efforts are provided for humanitarian purposes and include natural disasters and man-made disasters. The primary objective of humanitarian aid is to save lives, alleviate suffering, and maintain human dignity. It may, therefore, be distinguished from development aid, which seeks to address the underlying socioeconomic factors which may have led to a crisis or emergency. There is a debate on linking humanitarian aid and development efforts, which was reinforced by the World Humanitarian Summit in 2016. However, the conflation is viewed critically by practitioners. Humanitarian aid is seen as "a fundamental expression of the universal value of solidarity between people and ...
