__NOTOC__ On , almost a year after Russia launched a full-scale invasion of Ukraine, Russian president Vladimir Putin delivered an address to the Federal Assembly, at Gostiny Dvor in Moscow, Russia. This was the first Presidential Address to the Federal Assembly since the start of the invasion; Putin did not deliver such an address in 2022. Overview During the address, Putin asserted that the West had started the war, and that Russia had been using force to end it. He stated that the Ukrainian people were hostages of the Ukrainian government. 2022 Annexation Referendums In Russian-occupied Ukraine
In late September 2022, in the context of the Russian invasion of Ukraine, Russian-installed officials in Ukraine staged referendums on the annexation of occupied territories of Ukraine by Russia. They were widely described as sham referendums by commentators and denounced by various countries. Currently, the validity of the results of the referendums has only been accepted by North Korea, and no other sovereign state. A deconfliction line is an official line of communications established between militaries who are or could be hostile, to avoid dangerous misunderstandings and miscalculations based on ignorance. The ultimate aim is to avoid accidents and conflict escalation.
