Indian Standard Time (IST), sometimes also called India Standard Time, is the time zone observed throughout India, with a time offset of UTC+05:30. India does not observe daylight saving time or other seasonal adjustments. In military and aviation time, IST is designated E* ("Echo-Star"). Banwari Lal Joshi (27 March 1936 – 22 December 2017) was an Indian civil servant and government official who was Governor of the Indian state of Uttar Pradesh from 2009 to 24 June 2014. He was previously Lieutenant-Governor of Delhi from 2004 to 2007, Governor of Meghalaya in 2007, and Governor of Uttarakhand from October 2007 to July 2009.
