The 1996 United States House of Representatives elections was an election for the United States House of Representatives on November 5, 1996, which coincided with the re-election of President Bill Clinton. Democrats won the popular vote by almost 60,000 votes (0.07%) and gained a net of two seats from the Republicans, but the Republicans retained an overall majority of seats in the House for the first time since 1928. Although the Republicans lost 3 seats, 1 of them included an Independent who would caucus with them and switch to the Republicans. This resulted in a 227 Republican majority to the Democrats' 208 minority which also included an Independent caucusing with them. A total of 12 Freshman Republicans who were elected in the 1994 Republican Revolution were defeated in the election. The 1996 United States Senate special election in Kansas was held November 5, 1996, concurrently with the presidential election and the regularly scheduled election for the state's Class 2 seat. Incumbent Republican U.S. Senator and Senate Majority Leader Bob Dole, the Republican nominee for president, had resigned on June 11, 1996, in order to focus on his presidential campaign. Lieutenant Governor Sheila Frahm was appointed to the seat upon Dole's resignation, but she was defeated in the primary by Representative Sam Brownback, who went on to win the general election. Earl Francis Blumenauer ( ; born August 16, 1948) is an American lawyer, author, and politician serving as the U.S. representative for since 1996. The district includes most of Portland east of the Willamette River. The 1996 United States Senate special election in Oregon was held on January 30, 1996 to fill the seat vacated by Republican Bob Packwood, who had resigned from the Senate due to sexual misconduct allegations. In the primaries held on December 5, 1995, Democratic U.S. Representative Ron Wyden and Republican President of the Oregon State Senate Gordon H. Smith were nominated.
