1994 Fremantle By-election
The 1994 Fremantle by-election was held in the Australian federal electorate of Fremantle in Western Australia on 12 March 1994. The by-election was triggered by the retirement of the sitting member, the Australian Labor Party's John Dawkins, on 4 February 1994. The writ for the by-election was issued on the same day. Background John Dawkins had held Fremantle for the Labor Party since 1977, and he had been a minister in the Hawke and Keating governments, and had been Treasurer since December 1991. When the Cabinet rebelled against the budget he brought down in August 1993, Dawkins resigned from the Treasury and, after giving occasional signals of his rising disillusionment with political life, resigned from Parliament altogether. 1993 Western Australian State Election
Elections were held in the state of Western Australia on 6 February 1993 to elect all 57 members to the Legislative Assembly and all 34 members to the Legislative Council. The three-term Labor government, led by Premier Dr Carmen Lawrence since 12 February 1990, was defeated by the Liberal-National coalition, led by Opposition Leader Richard Court since 12 May 1992. This is a list of by-elections for the House of Representatives from its creation in 1901 until the present day. Casual vacancies in the House of Representatives arise when a member dies, is disqualified or resigns, or for some other reason the seat becomes vacant. Members normally resign by tendering resignation to the Speaker of the House of Representatives. Casual vacancies are filled by by-elections. The Speaker has a discretion as to when to call a by-election and may not call one at all, for example, if a general election is imminent. At least 33 days must elapse between the issue by the Speaker of a writ and the date of a by-election, and the Speaker cannot issue the writ until receipt of a formal letter of resignation. Roslyn Joan Kelly AO (née Raw; born 25 January 1948) is a former member of the Australian House of Representatives, having represented the Division of Canberra from 18 October 1980 to 30 January 1995. She was a minister in the governments of Bob Hawke and Paul Keating. Early life and ACT politics Kelly is the daughter of Michael and Patricia Raw. The "sports rorts" affair was the name by which Australian media and political commentators came to refer to events during the second Keating ministry in late 1993 and early 1994, where the then Sports Minister, Ros Kelly, was unable to appropriately explain the distribution of federal sporting grants to marginal electorates held by the governing Australian Labor Party. On 28 February 1994, Kelly resigned from her position under consistent pressure from the Australian Democrats and the Liberal opposition about the matter. Ultimately, the controversy also led to her resignation from Parliament and, at the resulting by-election on 25 March 1995, the government lost the normally safe Labor seat of Canberra. John Hewson
John Robert Hewson AM (born 28 October 1946) is an Australian former politician who served as leader of the Liberal Party from 1990 to 1994. He led the Liberal-National Coalition to defeat at the 1993 Australian federal election. Hewson was born in Sydney, New South Wales, and earned a PhD in Economics from Johns Hopkins University. He has also attained degrees from the University of Sydney and the University of Regina. Before entering politics, Hewson worked as an economist for the Reserve Bank of Australia, an economic advisor to the Fraser Government, a business journalist, and a director of Macquarie Bank. Carmen Lawrence
Carmen Mary Lawrence (born 2 March 1948) is an Australian academic and former politician who was the Premier of Western Australia from 1990 to 1993, the first woman to become the premier of an Australian state. A member of the Labor Party, she later entered federal politics as a member of the House of Representatives from 1994 to 2007, and served as a minister in the Keating Government. Lawrence was born in Northam, Western Australia. She studied psychology at the University of Western Australia, obtaining a doctorate in 1983, and before entering politics worked as a lecturer and researcher. Lawrence was elected to state parliament in 1986, and became a government minister in 1988.
