The States Assembly (french: Assemblée des États; Jèrriais: ) is the parliament of Jersey, formed of the island's 37 deputies and the Connétable of each of the twelve parishes. The origins of the legislature of Jersey lie in the system of self-government according to Norman law guaranteed to the Channel Islands by John, King of England, following the division of Normandy in 1204. The States Assembly has exercised uncontested legislative powers since 1771, when the concurrent law-making power of the Royal Court of Jersey was abolished. Vernon Tomes
Vernon Amy Tomes (22 February 1932 – 1999) was Deputy Bailiff of Jersey in the Channel Islands from 1986 to 1992. Early years Tomes was born in St John, Jersey the son of Wilfred James Tomes, a former Connétable of the parish, and Florence Annie Amy. He was educated at St John's Elementary School and (on a States of Jersey scholarship) at Victoria College, Jersey. Career In 1951, Tomes qualified as a solicitor of the Royal Court of Jersey. He was elected to the States of Jersey as Deputy for St Helier No. 2 District in 1960 and served until 1969 presiding over several committees. In 1969 he was appointed HM Solicitor General and was HM Attorney General between 1975 and 1985. He was appointed as Deputy Bailiff in 1986 and served in the post until he was removed from office in 1992, at the request of the Bailiff Sir Peter Crill, by the United Kingdom's Home Secretary Kenneth Clarke. Stuart Syvret
Stuart Syvret is a former Jersey politician. He held elected office as a member of the States of Jersey assembly from 1990 to 2010. From 1999 to 2007, Svyret had executive responsibilities first as President of the Health and Social Services Committee and, after the 2005 constitutional reforms, as Minister for Health and Social Services in the Council of Ministers. He was dismissed from ministerial office in September 2007 and returned to the backbenches until he was disqualified from membership of the States in April 2010 due to his absence from the island. He has been involved in a series of legal proceedings, as a defendant in a criminal prosecution in Jersey and as a claimant in judicial review and civil claims in Jersey and London. Geraint Jennings (born 13 May 1966) is a Jersey member of Municipality of St Helier and linguist. Biography Born in Saint Helier, he was educated at Victoria College Preparatory and Christ's Hospital. He graduated from University College, Oxford with a Master of Arts (Oxon) in Modern Languages. Elections In Jersey
Elections in Jersey take place for the States Assembly and at parish-level. Various parties have been formed over the years in Jersey, but few candidates stand for election affiliated to any political party. All elections in Jersey use the first-past-the-post voting system. In 2008, the voting age was reduced to 16 years. National elections Jersey elects a legislature. From November 2011, the States Assembly has 51 elected members: 10 Senators (elected on an island-wide basis), 29 Deputies (elected in single- and multi-seat constituencies) and 12 Connétables (heads of the parishes). The normal term of office for elected States Members is four years, though members elected in October 2011 and October 2014 will serve for shorter periods.
