1988 California Proposition 90
California Proposition 90 was an amendment of the Constitution of California relating to property tax assessments for older homeowners. It was proposed by the California State Legislature and approved by voters in a referendum held on November 8, 1988. The amendment allows homeowners over the age of 55 to transfer the assessed value of their present home to a replacement home if the replacement home is located in another county, is of equal or lesser value than the original property, if the county of the replacement dwelling adopts an ordinance participating in the program. The following counties allow for Proposition 90 transfers into the county: Alameda, El Dorado, Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Mateo, Santa Clara, Tuolumne, and Ventura. The county of El Dorado will stop taking property tax transfers through Proposition 90 on December 12, 2018. Proposition 13 (officially named the People's Initiative to Limit Property Taxation) is an amendment of the Constitution of California enacted during 1978, by means of the initiative process. The initiative was approved by California voters on June 6, 1978. It was upheld as constitutional by the United States Supreme Court in the case of ''Nordlinger v. Hahn'', . Proposition 13 is embodied in Article XIII A of the Constitution of the State of California. The most significant portion of the act is the first paragraph, which limits the tax rate for real estate: The proposition decreased property taxes by assessing values at their 1976 value and restricted annual increases of assessed value to an inflation factor, not to exceed 2% per year. Tuolumne, California
Tuolumne City is an unincorporated town in Tuolumne County, California. A census-designated place (CDP) officially known as Tuolumne also encompasses the town. The population of the CDP was 1,779 at the 2010 census, down from 1,865 at the 2000 census. History The area is known for a history of logging operations. Remnants of logging railroads are still present in the area. In the 1970s, Herbert Reichhold planned to open a theme park using narrow gauge live steam railroad equipment left over from the commercial logging operations. He envisioned transforming the town of Tuolumne into a "Railroad Theme Park", and he began purchasing properties in the town. However he abandoned the plans after the death of his wife. In the late 1970s, Glen Bell, the founder of the Taco Bell chain, opened the "Westside and Cherry Valley Railroad" in Tuolumne.
