1982 Iranian Assembly Of Experts Election
The first Iranian Assembly of Experts election was held on December 10, 1982, to elect all 82 members in 24 constituencies. 18,013,061 citizens voted in the elections, marking a 77.38% turnout. Out of 168 individuals registered to run, 146 (86.90%) were qualified allowed to do so. Held in two-round system, 76 seats were decided in the first round, as well as 7 in the second round. Experts winning the elections made decisive resolutions, including electing Hussein-Ali Montazeri as the first and only "Deputy Supreme Leader of Iran" ( fa, قائممقام رهبری) in May 1985, deposing him in November 1987, and electing the new Supreme Leader in June 1989. Assembly Of Experts
The Assembly of Experts ( fa, مجلس خبرگان رهبری, majles-e khobregân-e rahbari), also translated as the Assembly of Experts of the Leadership or as the Council of Experts, is the deliberative body empowered to appoint the Supreme Leader of Iran. All directly elected members must first be vetted by the Guardian Council. All candidates to the Assembly of Experts must be approved by the Guardian Council whose members are, in turn, appointed either directly or indirectly by the Supreme Leader. The Assembly consists of 88 Mujtahids that are elected(see Article 108 of the constitution) from lists of thoroughly vetted candidates (in 2016 166 candidates were approved by the Guardians out of 801 who applied to run for the office), by direct public vote for eight-year terms. The number of members has ranged from 82 elected in 1982 to 88 elected in 2016. Current laws require the assembly to meet at least twice every six months. Ali Meshkini
Ali Akbar Feiz Aleni ( fa, علیاکبر فیض آلنی; 2 December 1921 – 30 July 2007), better known as Ali Meshkini, was an Iranian cleric and politician. Life Meshkini was an Iranian Azerbaijani born in a village near Meshkin Shahr and the Sabalan mountain. He was born as ''Āli'', but preferred the pronunciation ''Ali'' during his career. He succeeded Ayatollah Montazeri as chairman of the Iranian Assembly of Experts after the latter was ousted. The Assembly of Experts selects the Supreme Leader of Iran and supervises his activities. Meshkini chaired the commission that drafted the amendment of 1989 to the 1979 constitution of Iran. Within the commission, he also chaired one of its four committees, the one tasked with drafting amendments that would strengthen the judiciary. Two-round System
The two-round system (TRS), also known as runoff voting, second ballot, or ballotage, is a voting method used to elect a single candidate, where voters cast a single vote for their preferred candidate. It generally ensures a majoritarian result, not a simple plurality result as under First past the post. Hussein-Ali Montazeri
Grand Ayatollah Hussein-Ali Montazeri ( fa, حسینعلی منتظری ; 24 September 1922 – 19 December 2009) was an Iranian Shia Islamic theologian, Islamic democracy advocate, writer and human rights activist. He was one of the leaders of the Iranian Revolution and one of the highest-ranking authorities in Shīʿite Islam. He was once the designated successor to the revolution's Supreme Leader, Ayatollah Khomeini, but they had a falling-out in 1989 over government policies that Montazeri claimed infringed on people's freedom and denied them their rights, especially after the 1988 mass execution of political prisoners. Montazeri spent his later years in Qom and remained politically influential in Iran, but was placed in house arrest in 1997 for questioning "the unaccountable rule exercised by the supreme leader", Ali Khamenei, who succeeded Khomeini in his stead. 1989 Iranian Supreme Leader Election
In the 1989 Iranian Supreme Leader election the Assembly of Experts members voted to choose the second Supreme Leader of Iran. The election was held on June 4, 1989, the morning after Ruhollah Khomeini's death and Ali Khamenei was elected as his successor with 60 votes out of 74. Constitutional changes leading up to the election Because of a conflict of ideology between Ruhollah Khomeini and Housein Al-Montazeri, his accepted heir, Khomeini requested a revision of Article 109, which held that successors to Khomeini must be a "source of imitation" or having held the title of Marja'. The change to the constitution would not officially come until 6 August 1989, wherein a vote would reduce the qualification to having the authority to issue a fatwa.
