Maryland Special Gubernatorial Election, 1969
The 1969 Maryland gubernatorial special election was not a direct election, but a vote in the Maryland General Assembly to determine who would assume the governorship of Maryland after Spiro Agnew's resignation, following his election to the U.S. vice presidency. At this time Maryland didn't have a position of lieutenant governor, and state law did not designate a person who would assume the office of governor in case of vacancy (unlike most states, when there is always a designated person such as lieutenant governor, Senate President or Secretary of State). In case of vacancy, the General Assembly would choose a governor. In 1969 the Assembly had a Democratic majority, so it was clear that Republican Agnew's successor would be a Democrat. The American Independent Party (AIP) is a far-right political party in the United States that was established in 1967. The Conservative Party of Virginia was a United States political party in the state of Virginia during the mid 20th century. The party formed after Mills E. Godwin, Jr. was selected as the Democratic party's candidate for governor in 1965 due to his openly soliciting the votes of African-Americans. 300 delegates met at Richmond, Virginia and formed the party and selected William J. Mills Edwin Godwin Jr. (November 19, 1914January 30, 1999) was an American politician who was the 60th and 62nd governor of Virginia for two non-consecutive terms, from 1966 to 1970 and from 1974 to 1978. In his first term, he was a member of the Democratic Party, and was the last Virginia governor elected as a part of the Byrd Machine, the conservative Democratic establishment that dominated the state's politics for over three decades. He was succeeded by Linwood Holton, the first non-Democratic governor in over 80 years. By 1973, when he ran for a second term, Godwin had switched to the Republican Party, as the dominance of the Democrats in Virginia politics receded and the Byrd political machine had disintegrated.
