General elections were held in Paraguay on 10 February 1963.Dieter Nohlen (2005) ''Elections in the Americas: A data handbook, Volume II'', p425 Opposition parties had been legalized just a year earlier, after a 15-year period in which the Colorado Party was the only legally permitted party. They were the first elections in which opposition parties were allowed to take part since 1939. Incumbent president Alfredo Stroessner of the Colorado Party was re-elected for a fourth term, whilst the Colorado Party won 40 of the 60 seats in the Chamber of Deputies. Alfredo Stroessner
Alfredo Stroessner Matiauda (; 3 November 1912 – 16 August 2006) was a Paraguayan army officer and politician who served as President of Paraguay from 15 August 1954 to 3 February 1989. Stroessner led a coup d'état on 4 May 1954 with the support of the army and the Colorado Party, with which he was affiliated. After a brief provisional government headed by Tomás Romero Pereira, he was the Colorado Party's presidential candidate for the 1954 general election, and was elected unopposed since all other parties were banned. He officially assumed the presidency on 15 August 1954, quickly suspended constitutional and civil rights, and began a period of harsh repression with the support of the army and the military police (which also served as a secret or political police) against anyone who opposed his authoritarian rule. The Chamber of Deputies ''(Cámara de Diputados)'' is the lower house of Paraguay's bicameral legislature, the National Congress. It is made up of 80 members, elected for a five-year term by proportional representation. The other chamber of the National Congress (''Congreso Nacional'') is the Chamber of Senators (''Cámara de Senadores''). Unicameral congress was established in 1813, and replaced with bicameral congress including Chamber of Deputies and the Senate in 1870. In 1940, unicameral Chamber of Representatives was formed, and since 1967 there has been a bicameral legislature. The National Republican Association – Colorado Party (Spanish: ''Asociación Nacional Republicana – Partido Colorado'', ANR-PC) is a right-wing political party in Paraguay, founded on 11 September 1887, by Bernardino Caballero.
