1917 Costa Rican Constitution
The Political Constitution of Costa Rica of 1917 was a constitution that was in force for two years; from 1917 to 1919. It was promulgated by then dictator Federico Tinoco Granados after the coup d'état that overthrew Alfredo González Flores in 1917. It was drafted by the ex-presidents Bernardo Soto Alfaro, Rafael Iglesias Castro, Ascensión Esquivel Ibarra, Cleto González Víquez and Carlos Durán Cartín. The presidents José Joaquín Rodríguez Zeledón and Ricardo Jiménez Oreamuno were invited to participate in the process as others of their status, but they refused to do so with various excuses. This constitution has been considered by some scholars as very progressive, partly because of the status of its authors, besides contemplating an itinerary to return to democracy with elections starting in 1922. Federico Tinoco Granados
General José Federico Alberto de Jesús Tinoco Granados (21 November 1868 – 7 September 1931) was a politician, soldier, and the Dictator of Costa Rica from 1917 to 1919. Biography Tinoco was born in 1868. On 5 June 1898 in San José, he married María de las Mercedes Elodia Fernández Le Cappellain. The couple had no children. After a career in the army, he was appointed Minister of War in the cabinet of President Alfredo González. On 27 January 1917 he and his brother José Joaquín seized power in a coup d'état and established a repressive military dictatorship that attempted to crush all opposition. Though his government won support from the upper classes because it turned back the austerity measures adopted by President González, and declared war on the German Empire in May 1918, it failed to win the recognition of the United States, where President Woodrow Wilson supported the deposed government. José Joaquín Rodríguez Zeledón
José Joaquín Rodríguez Zeledón (6 January 1837 – 30 November 1917) was List of Presidents of Costa Rica, President of Costa Rica from 1890 to 1894. Rodríguez was born on 6 January 1837. He studied law at the University of San Carlos of Guatemala, but owing to family matters and economic circumstances he had to break off his studies and return to Costa Rica. However, he did eventually graduate with a law degree from the ''Universidad de Santo Tomás'' in San José, Costa Rica, San José. He was a prestigious lawyer who had never made any active forays into the country's politics, but he had distinguished himself as the Magistrate of the Supreme Court of Justice (''Corte Suprema de Justicia''). León Cortés Castro
León Cortés Castro (December 8, 1882 – March 3, 1946) was a Costa Rican politician. He served as President of Costa Rica from 1936 to 1940. During his term he introduced new bank reforms, supported banana plantations in the South Pacific region, and established ports at Quepos and Golfito. His administration is often referred to as the "iron bars and cement administration" because of the various construction projects undertaken during his presidency, including the construction of the former International Airport of La Sabana. Luis Rafael de la Trinidad Otilio Ulate Blanco (August 25, 1891 – October 10, 1973) served as President of Costa Rica from 1949 to 1953. His French heritage comes from his mother, Ermida Blanco. The Distance State University () (UNED), is one of five public universities in the Republic of Costa Rica. It is in Sabanilla, Montes de Oca. UNED is the second university in number of students, and it is the largest coverage in the country. Ricardo Jiménez Oreamuno
Romualdo Ricardo Jiménez Oreamuno (February 6, 1859 – January 4, 1945) served as president of Costa Rica on three occasions: 1910–1914, 1924–1928 and 1932–1936. He was one of the best known lawyers in Costa Rican history and a University of Santo Tomás graduate. Shortly before assuming power in 1910, the province of Cartago was hit by a powerful earthquake which destroyed most of the city and killed hundreds. One of his main struggles was the rebuilding of the biggest city in the country at the time. After the earthquake, Jiménez outlawed construction with adobe.
